How to limit Apache 1.3.x virtualhosts bandwidth?

I mean setting a monthly bandwidth usage limit such as: domain.com 15G/Month domain2.com 10G/Month (for Apache 1.3.x)

Please don't suggest obsolete, abandonware modules such as mod_throttle or mod_cband which has dozens of bugs and a stopped development.
