If you are looking to build a website or blog then you have to have hosting. There is no way of getting around hosting unless you want to use a free service like WordPress.com or Blogger in which case you do not get a distinguished domain name. Your domain name would be a sub domain name. For example: yourname.wordpress.com would be your specific URL. This is not really an option for someone even remotely serious about owning a website or blog.
