  • European Interoperability Framework - a new beginning?

    The most controversial document in the history of the European Commission's IT policy is out. EIF is here, wrapped in the Communication "Towards interoperability for European public services", and including the new feature European Interoperability Strategy (EIS), arguably a higher strategic take on the same topic. Leaving EIS aside for a moment, the EIF controversy has been around IPR, defining open standards and about the proper terminology around standardization deliverables. Today, as the document finally emerges, what is the verdict? First of all, to be fair to those among you who do not spend your lives in the intricate labyrinths of Commission IT policy documents on interoperability, let's define what we are talking about. According to the Communication: "An interoperability framework is an agreed approach to interoperability for organisations that want to collaborate to provide joint delivery of public services. Within its scope of applicability, it specifies common elements such as vocabulary, concepts, principles, policies, guidelines, recommendations, standards, specifications and practices." The Good - EIF reconfirms that "The Digital Agenda can only take off if interoperability based on standards and open platforms is ensured" and also confirms that "The positive effect of open specifications is also demonstrated by the Internet ecosystem." - EIF takes a productive and pragmatic stance on openness: "In the context of the EIF, openness is the willingness of persons, organisations or other members of a community of interest to share knowledge and stimulate debate within that community, the ultimate goal being to advance knowledge and the use of this knowledge to solve problems" (p.11). "If the openness principle is applied in full: - All stakeholders have the same possibility of contributing to the development of the specification and public review is part of the decision-making process; - The specification is available for everybody to study; - Intellectual property rights related to the specification are licensed on FRAND terms or on a royalty-free basis in a way that allows implementation in both proprietary and open source software" (p. 26). - EIF is a formal Commission document. The former EIF 1.0 was a semi-formal deliverable from the PEGSCO, a working group of Member State representatives. - EIF tackles interoperability head-on and takes a clear stance: "Recommendation 22. When establishing European public services, public administrations should prefer open specifications, taking due account of the coverage of functional needs, maturity and market support." - The Commission will continue to support the National Interoperability Framework Observatory (NIFO), reconfirming the importance of coordinating such approaches across borders. - The Commission will align its internal interoperability strategy with the EIS through the eCommission initiative. - One cannot stress the importance of using open standards enough, whether in the context of open source or non-open source software. The EIF seems to have picked up on this fact: What does the EIF says about the relation between open specifications and open source software? The EIF introduces, as one of the characteristics of an open specification, the requirement that IPRs related to the specification have to be licensed on FRAND terms or on a royalty-free basis in a way that allows implementation in both proprietary and open source software. In this way, companies working under various business models can compete on an equal footing when providing solutions to public administrations while administrations that implement the standard in their own software (software that they own) can share such software with others under an open source licence if they so decide. - EIF is now among the center pieces of the Digital Agenda (even though this demands extensive inter-agency coordination in the Commission): "The EIS and the EIF will be maintained under the ISA Programme and kept in line with the results of other relevant Digital Agenda actions on interoperability and standards such as the ones on the reform of rules on implementation of ICT standards in Europe to allow use of certain ICT fora and consortia standards, on issuing guidelines on essential intellectual property rights and licensing conditions in standard-setting, including for ex-ante disclosure, and on providing guidance on the link between ICT standardisation and public procurement to help public authorities to use standards to promote efficiency and reduce lock-in.(Communication, p.7)" All in all, quite a few good things have happened to the document in the two years it has been on the shelf or was being re-written, depending on your perspective, in any case, awaiting the storms to calm. The Bad - While a certain pragmatism is required, and governments cannot migrate to full openness overnight, EIF gives a bit too much room for governments not to apply the openness principle in full. Plenty of reasons are given, which should maybe have been put as challenges to be overcome: "However, public administrations may decide to use less open specifications, if open specifications do not exist or do not meet functional interoperability needs. In all cases, specifications should be mature and sufficiently supported by the market, except if used in the context of creating innovative solutions". - EIF does not use the internationally established terminology: open standards. Rather, the EIF introduces the notion of "formalised specification". How do "formalised specifications" relate to "standards"? According to the FAQ provided: The word "standard" has a specific meaning in Europe as defined by Directive 98/34/EC. Only technical specifications approved by a recognised standardisation body can be called a standard. Many ICT systems rely on the use of specifications developed by other organisations such as a forum or consortium. The EIF introduces the notion of "formalised specification", which is either a standard pursuant to Directive 98/34/EC or a specification established by ICT fora and consortia. The term "open specification" used in the EIF, on the one hand, avoids terminological confusion with the Directive and, on the other, states the main features that comply with the basic principle of openness laid down in the EIF for European Public Services. Well, this may be somewhat true, but in reality, Europe is 30 year behind in terminology. Unless the European Standardization Reform gets completed in the next few months, most Member States will likely conclude that they will go on referencing and using standards beyond those created by the three European endorsed monopolists of standardization, CEN, CENELEC and ETSI. Who can afford to begin following the strict Brussels rules for what they can call open standards when, in reality, standards stemming from global standardization organizations, so-called fora/consortia, dominate in the IT industry. What exactly is EIF saying? Does it encourage Member States to go on using non-ESO standards as long as they call it something else? I guess I am all for it, although it is a bit cumbersome, no? Why was there so much interest around the EIF? The FAQ attempts to explain: Some Member States have begun to adopt policies to achieve interoperability for their public services. These actions have had a significant impact on the ecosystem built around the provision of such services, e.g. providers of ICT goods and services, standardisation bodies, industry fora and consortia, etc... The Commission identified a clear need for action at European level to ensure that actions by individual Member States would not create new electronic barriers that would hinder the development of interoperable European public services. As a result, all stakeholders involved in the delivery of electronic public services in Europe have expressed their opinions on how to increase interoperability for public services provided by the different public administrations in Europe. Well, it does not take two years to read 50 consultation documents, and the EU Standardization Reform is not yet completed, so, more pragmatically, you finally had to release the document. Ok, let's leave some of that aside because the document is out and some people are happy (and others definitely not). The Verdict Considering the controversy, the delays, the lobbying, and the interests at stake both in the EU, in Member States and among vendors large and small, this document is pretty impressive. As with a good wine that has not yet come to full maturity, let's say that it seems to be coming in in the 85-88/100 range, but only a more fine-grained analysis, enjoyment in good company, and ultimately, implementation, will tell. The European Commission has today adopted a significant interoperability initiative to encourage public administrations across the EU to maximise the social and economic potential of information and communication technologies. Today, we should rally around this achievement. Tomorrow, let's sit down and figure out what it means for the future.

  • android: using listpreference and retrieving key string...

    I have a settings menu that pops up and in it is a listpreference type menu. It is associated with a settings.xml file where there are 'array-strings' within it. It all works good but I don't know how to retrieve the users preference. As an example, let's say the user picks a color (red, green, or blue). The list that I've made within my 'array-strings' contain the text red, green, and blue. Within my code, I would like to do something if the user has choosen red, something else if they choose blue, etc., etc. Would I use a 'case' statement or an 'if' statement? And most importantly, how would I retrieve the users preference - the key? (am I checking for a boolean?) Help would be appreciated...thank you...

  • Data in custom attribute not returned in UserProfile object in MOSS

    I've created two new custom attributes in the UserProfile. When the service we wrote returns data about a specific user by using the UserProfile object, sometimes the data isn't returned, even though if we look at the user in SSP it look populated. Some users work; this is the first user we set up with data. I'm not sure if sometime in the meantime after setting up the first user and testing, if there's something we ran and need to run again. How can I get all the users to get their data returned in a call to their UserProfile?

  • Windows 2003 IIS FTP Server Migration w/ User Accounts

    I'm trying to figure out the best way to migrate an FTP server from old hardware to new hardware. The server is on a domain, but not all the users setup on the server (to use FTP) are domain accounts, some are local to the server. For example, I have users both ways: domain\username machinename\username The new machine name will be different. So I need to copy all the files with permissions in tact from the old server to the new server. Then I need to convert all the user accounts from the old server to the new server. Then I need to change the file permissions so that they are no longer oldserver\username but newserver\username. Can this be accomplished all with CALCS? Is there an easy way that perhaps I'm missing?

  • Unique identifier for an email

    I am writing a C# application which allows users to store emails in a MS SQL Server database. Many times, multiple users will be copied on an email from a customer. If they all try to add the same email to the database, I want to make sure that the email is only added once. MD5 springs to mind as a way to do this. I don't need to worry about malicious tampering, only to make sure that the same email will map to the same hash and that no two emails with different content will map to the same hash. My question really boils down to how one would combine multiple fields into one MD5 (or other) hash value. Some of these fields will have a single value per email (e.g. subject, body, sender email address) while others will have multiple values (varying numbers of attachments, recipients). I want to develop a way of uniquely identifying an email that will be platform and language independent (not based on serialization). Any advice?

    These days a number of commercial and open source tools have been developed for this purpose. However(unfortunately), non of them meet my requirement for specific problem I am dealing with. Currently, I am working on a project that exposes a different classes and functions to user as scripting interface. the user can use the objects from custom scripting interface and call methods to solve some specific problem. The problem I am facing is users of my classes need some sort of documentation in order to write their script efficiently. To address this problem am planing to use the compiler generated XML file to provide context sensitive help, which allows users to mouse over on any of the controls and corresponding methods from the GUI and read the reference documentation of the class/method. Now ... here are my questions: Can I get the sample source code? Can any one give me someone point me to some sort of best approach to address the problem?

However, in my business I have some clients that are grandfathered in to some special pricing. In the case of these grandfathered in cases, I'll manually plug their special price in my admin section. Then all they will see is their special pricing while the regular users/clients see the default price. What is the best and simplest way to design the back-end for this?     I would like to deep link directly to a GWT app page within a Facebook iFrame Canvas. The first part is simple using GWT's History token with URLs like: http://www.example.com/MyApp/#page1 which would open page1 within my app. Facebook Apps use an application url like: http://apps.facebook.com/myAppName which frames my Canvas Callback URL http://www.example.com/MyApp/ Is there a way to specify a canvas callback url (or bookmark url) which will take the user to a specific page rather than the index page? Why? you may ask. Besides all the benefits of deep links... I want the "Go To Application" url to take users to an index page w/ marketing material (the canvas callback url) I want the "Bookmark URL" to take (likely returning) users to a login page and bypass downloading the marketing content (and that huge SWF file).

  • “Could not create the file”, “Access is denied” and “Unrecoverable build error” in building setup project in VS 2008

    When building a setup project I get a message: Error with setup build: Error 27 Could not create the file 'C:\Users\MyName\AppData\Local\Temp\VSI1E1A.tmp' 'Access is denied.' I have tried the following (from http://support.microsoft.com/kb/329214/EN-US) regsvr32 "C:\Program Files (x86)\Common Files\Microsoft Shared\MSI Tools\mergemod.dll" The DLL registers but this does not fix my problem. Also, I tried a Clean build, deleting the temp folder, ran VS2008 as administratror, restart my PC but it occurs every time. I have no anti-virus software running and running on Windows 7 64-bit. This operation worked fine until recently. I have read many other users see this but found no solution. The only half solution I found was to edit setup properties and switch to Package files as Loose uncompressed files. This works but is not ideal as I need a full installer.

    Hi, Here is a tricky question, how do you get the like count of a facebook object such as an album or a photo? I know that facebook has a fql table called link_stat that allow you to get the like count for an external url, but it does not seem to work if the object is within facebook. If you access the likes via the opengraph api on a particular object, it will only return a maximum of 4 users that like the object, even though there maybe a few thousand users that like it. Any clues?

    Hello, i have a set of select inputs representing a users birthday: birthyear, birthmonth and birthday. And i want to validate birthyear like this: validates_inclusion_of :birthyear, :in => Date.today.year-50..Date.today.year-12 So the user can be at least 12 years but at most 50 years when they are registering. But my problem is that the variable from the input is a string and not an integer. So how can i convert the input to an integer? or is there any easier way to check the users age? Thanks, Micke

However, when users from other offices (separate network, with firewall open) they get a password request input box. Why are they getting the password dialogue? What is the recommended way identify users of the app? I want to avoid using password, but windows identities. Anyone attempting to access the application is inside a trusted network. I did this: curl http://pear.php.net/go-pear > go-pear.php php go-pear.php After answering some prompts, I start getting tons of errors like this: Deprecated: Assigning the return value of new by reference is deprecated in /Users/jacobweber/bin/pear/temp/PEAR.php on line 563 PHP Deprecated: Assigning the return value of new by reference is deprecated in /Users/jacobweber/bin/pear/temp/PEAR.php on line 566 Now, I understand what these errors mean. I just want to hide them. So in my /private/etc/php.ini file, I have the following: error_reporting = E_ALL & ~E_NOTICE & ~E_STRICT & ~E_DEPRECATED This hides those same errors in my own code. But in PEAR it doesn't. They seem to be changing the error_reporting level. Is there a good way to fix this?

    I have a PDF form (made in Acrobat) that has button to submit via HTTP. What I want to do it have a PHP script that will take the PDF form and e-mail it to me via attachment. What I don't want: --PDF Submit via e-mail button. This requires webmail users to save the pdf and attach it, and is just too confusing for most users. I want one-click and done. --Submit via mailto:[email protected]. Does the same thing as above. If there's a pdf on the server, I know how to use PHP's mail() function to e-mail it to someone. What I don't know how to do is process the PDF once someone hits Submit within the PDF. Does that make sense? Thanks, Jeff

    Hi all, I'm creating a centralised web product, i.e. a customer gets assigned a personal domain, for example company1.example.com or company2.example.com and can then use our service. I'm planning to integrate a jabber service into the website. I have already found a decent jabber client library which I can use for the site. I know that jabberd2 uses mysql, which is perfect because I want to use the web interface to add users, delete users, view message logs etc. However, my problem is when I have two companies or more. I would like a jabber server which can host multiple domains, i.e. jabber.company1.example.com, jabber.company2.example.com Do you have any experience of this? And do you know of a good jabber server which will do this? Any help would be hugely appreciated!

I'm pretty sure the problem is with the source hDC, because if I change SRCCOPY to WHITENESS in the above code, it draws a solid white block, as expected. The code is, $result = $facebook->api_client->fql_query("SELECT name FROM user WHERE uid='$user_id'); But there is some problem with this. I guess the query is not getting executed or it is returning null values. I also tried using users.getInfo as follows, $result = $facebook->api_client->users_getInfo($user_id,'name'); But again, the same problem.   • Mysql gem troubles with Snow Leopard upgrade

    I have done everything that is on the web (i think) i have the new 64 bit xcode that came with snow leopard installed completely removed mysql, removed gems compeltely, removed rails installed mysql 64 bit, installed gems, installed mysql gem with the env ARCHFLAGS set I still get this nasty NameError: uninitialized constant MysqlCompat::MysqlRes from /Users/Navara/Sites/tuosystems/vendor/rails/activesupport/lib/active_support/dependencies.rb:440:in `load_missing_constant' from /Users/Navara/Sites/tuosystems/vendor/rails/activesupport/lib/active_support/dependencies.rb:80:in `rake_original_const_missing' from /usr/local/lib/ruby/gems/1.8/gems/rake-0.8.7/lib/rake.rb:2503:in `const_missing' Im not sure how to debug this.. any pointers will be greatly appreciated!
