  • College Ratings via the Federal Government

    A few weeks back you might remember news about a higher education rating system proposal from the Obama administration. As I've discussed previously, political and stakeholder pressures to improve outcomes and increase transparency are stronger than ever before. The executive branch proposal is intended to make progress in this area. Quoting from the proposal itself, "The ratings will be based upon such measures as: Access, such as percentage of students receiving Pell grants; Affordability, such as average tuition, scholarships, and loan debt; and Outcomes, such as graduation and transfer rates, graduate earnings, and advanced degrees of college graduates.” This is going to be quite complex, to say the least. Most notably, higher ed is not monolithic. From community and other 2-year colleges, to small private 4-year, to professional schools, to large public research institutions…the many walks of higher ed life are, well, many. Designing a ratings system that doesn't wind up with lots of unintended consequences and collateral damage will be difficult. At best you would end up potentially tarnishing the reputation of certain institutions that were actually performing well against the metrics and outcome measures that make sense in their "context" of education. At worst you could spend a lot of time and resources designing a system that would lose credibility with its "customers". A lot of institutions I work with already have in place systems like the one described above. They are tracking completion rates, completion timeframes, transfers to other institutions, job placement, and salary information. As I talk to these institutions there are several constants worth noting: • Deciding on which metrics to measure is complicated. While employment and salary data are relatively easy to track, qualitative measures are more difficult. How do you quantify the benefit to someone who studies in one field that may not compensate him or her as well as another field but that provides huge personal fulfillment and reward is a difficult measure to quantify? • The data is available but the systems to transform the data into actual information that can be used in meaningful ways are not. Too often in higher ed information is siloed. As such, much of the data that need to be a part of a comprehensive system sit in multiple organizations, oftentimes outside the reach of core IT. • Politics and culture are big barriers. One of the areas that my team and I spend a lot of time talking about with higher ed institutions all over the world is the imperative to optimize for student success. This, like the tracking of the students’ achievement after graduation, requires a level or organizational capacity that does not currently exist. The primary barrier is the culture of "data islands" in higher ed, and the need for leadership to drive out the divisions between departments, schools, colleges, etc. and institute academy-wide analytics and data stewardship initiatives that will enable student success. • Data quality is a very big issue. So many disparate systems exist (some on premise, some "in the cloud") that keep data about "persons" using different means to identify them. Establishing a single source of truth about an individual and his or her data is difficult without some type of data quality policy and tools. Good tools actually exist but are seldom leveraged. Don't misunderstand - I think it's a great idea to drive additional transparency and accountability into the system of higher education. And not just at home, but globally. Students and parents need access to key data to make informed, responsible choices. The tools exist to not only enable this kind of information to be shared but to capture the very metrics stakeholders care most about and in a way that makes sense in the context of a given institution's "place" in the overall higher ed panoply.

    OUM is not tool – specific. However, it does include tool guidance.  Tool guidance in OUM includes: a mention of a tool that could be used to complete a specific task(s) templates created with a specific tool example work products in a specific tool links to tool resources Tool Supplemental Guides So how do you find all this helpful tool information? Start at the lowest level first – the Task Overview.  Even though the task overviews are written tool-agnostic, they sometimes mention suggestions, or examples of a tool that might be used to complete the task.  More specific tool information can be found in the Task Overview, Templates and Tools section.  In some cases, the tool used to create the template (for example, Microsoft Word, Powerpoint, Project and Visio) is useful. The Templates and Tools section also provides more specific tool guidance, such as links to: White Papers Viewlets Example Work Products Additional Resources Tool Supplemental Guides If you’re more interested in seeing what tools might be helpful in general for your project or to see if there is any tool guidance for a specific tool that your project is committed to using, go to the Supplemental Guidance page in OUM.  This page is available from the Method Navigation pull down located in the header of almost every OUM page. When you open the Supplemental Guidance page, the first thing you see is a table index of everything that is included on the page.  At the top of the right column are all the Tool Supplemental Guides available in OUM.  Use the index to navigate to any of the guides. Next in the right column is Discipline/Industry/View Resources and Samples.  Use the index to navigate to any of these topics and see what’s available and more specifically, if there is any tool guidance available.  For example, if you navigate to the Cloud Resources, you will find a link to the IT Strategies from Oracle page that provides information for Cloud Practitioner Guides, Cloud Reference Architectures and Cloud White Papers, including the Cloud Candidate Selection Tool and Cloud Computing Maturity Model. The section for Method Tool and Technique Cross References can take you to the Task to Tool Cross Reference.  This page provides a task listing with possible helpful tools and links to more information regarding the tools.  By no means is this tool guidance all inclusive.  You can use other tools not mentioned in OUM to complete an OUM task. The Method Tool and Technique Cross References can also take you to the various Technique pages (Index and Cross References).  While techniques are not necessarily “tools,” they can certainly provide valuable assistance in completing tasks.   • ETPM Forms Accelerator

    The ETPM Forms Accelerator provides a template that can be used to enter data related to Registration and Tax Forms.  The Forms Accelerator includes a worksheet for each portion related to forms development (Form Type, Form Section, Form Lines and Form Rules).  The Forms Accelerator provides the details that must be defined in ETPM.  This allows for taking an existing form and translating the details of that form into the spreadsheet.  The spreadsheet can then be used to define the details in the system.  In addition, each of the items to be defined is explained it detail - what the field expects and based on the input, how it impacts the field and form definition.   This is a living document - as there is feedback provided, the document will be updated.  The goal of this accelerator is to be an aide in the Forms Development process.  We encourage feedback to help improve the document.  The document is for ETPM 2.3.1.  Implementations using older version of ETPM will find that some of the field definition options may not exist their current system.   The spreadsheet attached contains the following Worksheets: Instructions:  High-level overview for the different worksheets provided. Form Type:  The fields to be populated when defining the Form Type for a Registration or Tax Form Form Section:  The fields to be populated when creating a Form Section.  The number of sections will differ based on the the form being implemented.   • Finding "Stuff" In OUM

    One of the first questions people asked when they start using the Oracle Unified Method (OUM) is “how do I find X ?” Well of course no one is really looking for “X”!! but typically an OUM user might know the Task ID, or part of the Task Name, or maybe they just want to find out if there is any content within OUM that is related to a couple of keys words they have in their mind. Here are three quick tips I give people: 1. Open up one of the OUM Views, then click “Expand All”, and then use your Browser’s search function to locate a key Word. For example, Google Chrome or Internet Explorer: <CTRL> F, then type in a key Word, i.e. Architecture This is fast and easy option to use, but it only searches the current OUM page 2. Use the PDF view of OUM Open up one of the OUM Views, and then click the PDF View button located at the top of the View. Depending on your Browser’s settings, the PDF file will either open up in a new Window, or be saved to your local machine. In either case, once the PDF file is open, you can use the built in PDF search commands to search for key words across a large portion of the OUM Method Pack. This is great option for searching the entire Full Method View of OUM, including linked HTML pages, however the search will not included linked Documents, i.e. Word, Excel. 3. Use your operating systems file index to search for key words This is my favorite option, and one I use virtually every day. I happen to use Windows Search, but you could also use Google Desktop Search, of Finder on a MAC. All you need to do (on a Windows machine) is to make sure your local OUM folder structure is included in the Windows Index. Go to Control Panel, select Indexing Options, and ensure your OUM folder is included in the Index, i.e. C:/METHOD/OM40/OUM_5.6 Once your OUM folders are indexed, just open up Windows Search (or Google Desktop Search) and type in your key worlds, i.e. Unit Testing The reason I use this option the most is because the Search will take place across the entire content of the Indexed folders, included linked files.   • How to correctly set the ORACLE_HOME variable on Ubuntu 9.x?

    I have the same problem as listed here: http://stackoverflow.com/questions/52239/oracle-lost-sysdba-password although I did not lose the password, I entered it twice in the configure script originally, and then when I went to login (localhost:8080/apex, password not accepted. I don't have anything in the database, I just want to install and use Oracle-XE. I have tried apt-get removing it twice and reinstalling, but if I try to run /etc/init.d/oracle-xe configure again and I get "Oracle Database 10g Express Edition is already configured" despite the second time removing any folders I could find for Oracle XE. I tried running sqlplus "/ as sysdba" but all I get is: "Error 6 initializing SQL*Plus Message file sp1.msb not found SP2-0750: You may need to set ORACLE_HOME to your Oracle software directory" I tried setting the variable via export. (also tried set). Tried: "export ORACLE_HOME=/usr/lib/oracle/xe/app/oracle/product/10.2.0/server/bin/sqlplus" and all the subdirectories of that. Same error every time. What is the ORACLE_HOME supposed to be set to? The only reference I have seen either just say general or say the above up to the version number then "/db_1". I do no thave a db_1. Let me know if need any clarification. Don't understand what I did wrong in this process.

    I am getting this error while trying to create a connection pool, on my Oracle database, Oracle 10gR2. java.sql.SQLException: ORA-00604: error occurred at recursive SQL level 1 ORA-12705: Cannot access NLS data files or invalid environment specified I am able to connect to the database over sqlplus & iSQLPlus client, but when I try to connect using this Java program, I get this error just when the connection pool is to be initialised and it does not initialise the connection pool. Can someone please help me resolving it?     I accidentally overwrote system.dbf in /usr/lib/oracle/xe/oradata/XE/system.dbf Well I did not actually do it accidentally, however I overwrote it because of other failures in the database. And when I try running the following: SQL> shutdown ORA-01109: database not open Database dismounted. ORACLE instance shut down. SQL> startup ORACLE instance started. Total System Global Area 289406976 bytes Fixed Size 1258488 bytes Variable Size 92277768 bytes Database Buffers 192937984 bytes Redo Buffers 2932736 bytes Database mounted. ORA-01589: must use RESETLOGS or NORESETLOGS option for database open Now I want to try to Recover the database because starting it in mounted or standard surely doesn't work. SQL> recover database using backup controlfile; ORA-00283: recovery session canceled due to errors ORA-01110: data file 1: '/usr/lib/oracle/xe/oradata/XE/system.dbf' ORA-01122: database file 1 failed verification check ORA-01110: data file 1: '/usr/lib/oracle/xe/oradata/XE/system.dbf' ORA-01206: file is not part of this database - wrong database id How do I solve this? Is it even possible? My "real" problem was that I ran the /etc/init.d/oracle-xe configure and it overwrote my old configuration and probably removed passwords and such so my tables were gone, however I found the mytablespace.dbf so I hope that it is possible to recover? Please shed some light on this.

    Hi, We're experiencing a strange problem with Oracle RAC and McAfee anti-virus. As part of the installation of the Oracle RAC we disable anti virus as directed. We have had our RAC running fine, but when we came to re-enable the AV and reboot we got the BSOD. We're able to recover from this BSOD by disabling AV. We don't have the problem if we run the AV service manually whilst the system is up. However, if we make the service automatic we fail to boot.   • Oracle Hibernate with in Netbean RCP

    All, i have a problem with hibernate using netbean platform 6.8, i have been search around internet, but cannot found the suitable answer This is my story. i am using oracle database as data source of my hibernate entity with ojdbc14.jar driver. First i create hibernate entity tobe wrapped latter in a netbeans module, i tested the hibernate connection configuration and everything just works well. i can connect to oracle database successfuly, every hibernate query works well. Then i wrapped that hibernate entity jar as a netbeans module, create another module to warp my ojdbc14.jar then i test it. and, im using hibernate library dependency that available on netbean platform (netbean 6.8), but unfutornatelly i got oracle sql error saying “no suitable driver for [connection url]” when running the project. thats quite weird since it doesn’t happend when I test it before with out netbean platform. i thought that is related to netbeans lazy loading issue, i am not sure,. any idea ? tq for help

  • PeopleSoft at Alliance 2012 Executive Forum

    Guest Posting From Rebekah Jackson This week I jointed over 4,800 Higher Ed and Public Sector customers and partners in Nashville at our annual Alliance conference.   I got lost easily in the hallways of the sprawling Gaylord Opryland Hotel. I carried the resort map with me, and I would still stand for several minutes at a very confusing junction, studying the map and the signage on the walls. Hallways led off in many directions, some with elevators going down here and stairs going up there. When I took a wrong turn I would instantly feel stuck, lose my bearings, and occasionally even have to send out a call for help.    It strikes me that the theme for the Executive Forum this year outlines a less tangible but equally disorienting set of challenges that our higher education customer’s CIOs are facing: Making Decisions at the Intersection of Business Value, Strategic Investment, and Enterprise Technology. The forces acting upon higher education institutions today are not neat, straight-forward decision points, where one can glance to the right, glance to the left, and then quickly choose the best course of action. The operational, technological, and strategic factors that must be considered are complex, interrelated, messy…and the stakes are high. Michael Horn, co-author of “Disrupting Class: How Disruptive Innovation Will Change the Way the World Learns”, set the tone for the day. He introduced the model of disruptive innovation, which grew out of the research he and his colleagues have done on ‘Why Successful Organizations Fail’. Highly simplified, the pattern he shared is that things start out decentralized, take a leap to extreme centralization, and then experience progressive decentralization. Using computers as an example, we started with a slide rule, then developed the computer which centralized in the form of mainframes, and gradually decentralized to mini-computers, desktop computers, laptops, and now mobile devices. According to Michael, you have more computing power in your cell phone than existed on the planet 60 years ago, or was on the first rocket that went to the moon. Applying this pattern to Higher Education means the introduction of expensive and prestigious private universities, followed by the advent of state schools, then by community colleges, and now online education. Michael shared statistics that indicate 50% of students will be taking at least one on line course by 2014…and by some measures, that’s already the case today. The implication is that technology moves from being the backbone of the campus, the IT department’s domain, and pushes into the academic core of the institution. Innovative programs are underway at many schools like Bellevue and BYU Idaho, joined by startups and disruptive new players like the Khan Academy.   This presents both threat and opportunity for higher education institutions, and means that IT decisions cannot afford to be disconnected from the institution’s strategic plan. Subsequent sessions explored this theme.    Theo Bosnak, from Attain, discussed the model they use for assessing the complete picture of an institution’s financial health. Compounding the issue are the dramatic trends occurring in technology and the vendors that provide it. Ovum analyst Nicole Engelbert, shared her insights next and suggested that incremental changes are no longer an option, instead fundamental changes are affecting the landscape of enterprise technology in higher ed.    Nicole closed with her recommendation that institutions focus on the trends in higher education with an eye towards the strategic requirements and business value first. Technology then is the enabler.   The last presentation of the day was from Tom Fisher, Sr. Vice President of Cloud Services at Oracle. Tom runs the delivery arm of the Cloud Services group, and shared his thoughts candidly about his experiences with cloud deployments as well as key issues around managing costs and security in cloud deployments. Okay, we’ve covered a lot of ground at this point, from financials planning, business strategy, and cloud computing, with the possibility that half of the institutions in the US might not be around in their current form 10 years from now. Did I forget to mention that was raised in the morning session? Seems a little hard to believe, and yet Michael Horn made a compelling point. Apparently 100 years ago, 8 of the top 10 education institutions in the world were German. Today, the leading German school is ranked somewhere in the 40’s or 50’s. What will the landscape be 100 years from now? Will there be an institution from China, India, or Brazil in the top 10? As Nicole suggested, maybe US parents will be sending their children to schools overseas much sooner, faced with the ever-increasing costs of a US based education. Will corporations begin to view skill-based certification from an online provider as a viable alternative to a 4 year degree from an accredited institution, fundamentally altering the education industry as we know it?

  • Upgrading to Code Based Migrations EF 4.3.1 with Connector/Net 6.6

    Entity Framework 4.3.1 includes a new feature called code first migrations.  We are adding support for this feature in our upcoming 6.6 release of Connector/Net.  In this walk-through we'll see the workflow of code-based migrations when you have an existing application and you would like to upgrade to this EF 4.3.1 version and use this approach, so you can keep track of the changes that you do to your database.   The first thing we need to do is add the new Entity Framework 4.3.1 package to our application. This should via the NuGet package manager.  You can read more about why EF is not part of the .NET framework here. Adding EF 4.3.1 to our existing application  Inside VS 2010 go to Tools -> Library Package Manager -> Package Manager Console, this will open the Power Shell Host Window where we can work with all the EF commands. In order to install this library to your existing application you should type Install-Package EntityFramework This will make some changes to your application. So Let's check them. In your .config file you'll see a  <configSections> which contains the version you have from EntityFramework and also was added the <entityFramework> section as shown below. This section is by default configured to use SQL Express which won't be necesary for this case. So you can comment it out or leave it empty. Also please make sure you're using the Connector/Net 6.6.x version which is the one that has this support as is shown in the previous image. At this point we face one issue; in order to be able to work with Migrations we need the __MigrationHistory table that we don't have yet since our Database was created with an older version. This table is used to keep track of the changes in our model. So we need to get it in our existing Database. Getting a Migration-History table into an existing database First thing we need to do to enable migrations in our existing application is to create our configuration class which will set up the MySqlClient Provider as our SQL Generator. So we have to add it with the following code: using System.Data.Entity.Migrations;     //add this at the top of your cs file public class Configuration : DbMigrationsConfiguration<NameOfYourDbContext>  //Make sure to use the name of your existing DBContext { public Configuration() { this.AutomaticMigrationsEnabled = false; //Set Automatic migrations to false since we'll be applying the migrations manually for this case. SetSqlGenerator("MySql.Data.MySqlClient", new MySql.Data.Entity.MySqlMigrationSqlGenerator());     }   }  This code will set up our configuration that we'll be using when executing all the migrations for our application. Once we have done this we can Build our application so we can check that everything is fine. Creating our Initial Migration Now let's add our Initial Migration. In Package Manager Console, execute "add-migration InitialCreate", you can use any other name but I like to set this as our initial create for future reference. After we run this command, some changes were done in our application: A new Migrations Folder was created. A new class migration call InitialCreate which in most of the cases should have empty Up and Down methods as long as your database is up to date with your Model. Since all your entities already exists, delete all duplicated code to create any entity which exists already in your Database if there is any. I found this easier when you don't have any pending updates to do to your database. Now we have our empty migration that will make no changes in our database and represents how are all the things at the begining of our migrations.  Finally, let's create our MigrationsHistory table. Optionally you can add SQL code to delete the edmdata table which is not needed anymore. public override void Up() { // Just make sure that you used 4.1 or later version         Sql("DROP TABLE EdmMetadata"); } From our Package Manager Console let's type: Update-database; If you like to see the operations made on each Update-database command you can use the flag -verbose after the Update-database. This will make two important changes.  It will execute the Up method in the initial migration which has no changes in the database. And second, and very important,  it will create the __MigrationHistory table necessary to keep track of your changes. And next time you make a change to your database it will compare the current model to the one stored in the Model Column of this table. Conclusion The important thing of this walk through is that we must create our initial migration before we start doing any changes to our model. This way we'll be adding the necessary __MigrationsHistory table to our existing database, so we can keep our database up to date with all the changes we do in our context model using migrations.   • Revisiting the Generations

    I was asked earlier this year to contribute an article to the IHRIM publication – Workforce Solutions Review.  My topic focused on the reality of the Gen Y population 10 years after their entry into the workforce.  Below is an excerpt from that article: It seems like yesterday that we were all talking about the entry of the Gen Y'ers into the workforce and what a radical change that would have on how we attract, retain, motivate, reward, and engage this new, younger segment of the workforce.  We all heard and read that these youngsters would be more entrepreneurial than their predecessors – the Gen X'ers – who were said to be more loyal to their profession than their employer. And, we heard that these “youngsters” would certainly be far less loyal to their employers than the Baby Boomers or even earlier Traditionalists. It was also predicted that – at least for the developed parts of the world – they would be more interested in work/life balance than financial reward; they would need constant and immediate reinforcement and recognition and we would be lucky to have them in our employment for two to three years. And, to keep them longer than that we would need to promote them often so they would be continuously learning since their long-term (10-year) goal would be to own their own business or be an independent consultant.  Well, it occurred to me recently that the first of the Gen Y'ers are now in their early 30s and it is time to look back on some of these predictions. Many really believed the Gen Y'ers would enter the workforce with an attitude – expect everything to be easy for them – have their employers meet their demands or move to the next employer, and I believe that we can now say that, generally, has not been the case. Speaking from personal experience, I have mentored a number of Gen Y'ers and initially felt that with a 40-year career in Human Resources and Human Resources Technology – I could share a lot with them. I found out very quickly that I was learning at least as much from them! Some of the amazing attributes I found from these under-30s was their fearlessness, ease of which they were able to multi-task, amazing energy and great technical savvy. They were very comfortable with collaborating with colleagues from both inside the company and peers outside their organization to problem-solve quickly. Most were eager to learn and willing to work hard.  This brings me to the generation that will follow the Gen Y'ers – the Generation Z'ers – those born after 1998. We have come full circle. If we look at the Silent Generation or Traditionalists, we find a workforce that preceded the television and even very early telephones. We Baby Boomers (as I fall right squarely in this category) remembered the invention of the television and telephone – but laptop computers and personal digital assistants (PDAs) were a thing of “StarTrek” and other science fiction movies and publications. Certainly, the Gen X'ers and Gen Y'ers grew up with the comfort of these devices just as we did with calculators. But, what of those under the age of 10 – how will the workplace look in 15 more years and what type of workforce will be required to operate in the mobile, global, virtual world. I spoke to a friend recently who had her four-year-old granddaughter for a visit. She said she found her in the den in front of the TV trying to use her hand to get the screen to move! So, you see – we have come full circle. The under-70 Traditionalist grew up in a world without TV and the Generation Z'er may never remember the TV we knew just a few years ago. As with every generation – we spend much time generalizing on their characteristics. The most important thing to remember is every generation – just like every individual – is different. The important thing for those of us in Human Resources to remember is that one size doesn’t fit all. What motivates one employee to come to work for you and stay there and be productive is very different than what the next employee is looking for and the organization that can provide this fluidity and flexibility will be the survivor for generations to come. And, finally, just when we think we have it figured out, a multitude of external factors such as the economy, world politics, industries, and technologies we haven’t even thought about will come along and change those predictions. As I reach retirement age – I do so believing that our organizations are in good hands with the generations to follow – energetic, collaborative and capable of working hard while still understanding the need for balance at work, at home and in the community!   • Hybrid IT or Cloud Initiative – a Perfect Enterprise Architecture Maturation Opportunity

By this, I mean the EA activities - whether targeted towards compliance, risk mitigation or value opportunity propositions – may not be attached to measurable, active, visible projects that could advance and prove the value of EA. EA doesn’t work by itself, in a vacuum, without collaborative engagement and a means of proving usefulness. A critical vehicle to this proof is successful orchestration and use of assets and investment resources to meet a high-profile business objective – i.e. a successful project. More and more organizations are now exploring and considering some degree of IT outsourcing, buying and using external services and solutions to deliver their IT and business requirements – vs. building and operating in-house, in their own data centers. The rapid growth and success of “Cloud” services makes some decisions easier and some IT projects more successful, while dramatically lowering IT risks and enabling rapid growth. This is particularly true for “Software as a Service” (SaaS) applications, which essentially are complete web applications hosted and delivered over the Internet. Whether SaaS solutions – or any kind of cloud solution - are actually, ultimately the most cost-effective approach truly depends on the organization’s business and IT investment strategy. This leads us to Enterprise Architecture, the connectivity between business strategy and investment objectives, and the capabilities purchased or created to meet them. If an EA framework already exists, the approach to selecting a cloud-based solution and integrating it with internal IT systems (i.e. a “Hybrid IT” solution) is well-served by leveraging EA methods. If an EA framework doesn’t exist, or is simply not mature enough to address complex, integrated IT objectives – a hybrid IT/cloud initiative is the perfect project to advance and prove the value of EA. Why is this? For starters, the success of any complex IT integration project - spanning multiple systems, contracts and organizations, public and private – depends on active collaboration and coordination among the project stakeholders. For a hybrid IT initiative, inclusive of one or more cloud services providers, the IT services, business workflow and data governance challenges alone can be extremely complex, requiring many diverse layers of organizational expertise and authority. Establishing subject matter expertise, authorities and strategic guidance across all the disciplines involved in a hybrid-IT or hybrid-cloud system requires top-level, comprehensive experience and collaborative leadership. Tools and practices reflecting industry expertise and EA alignment can also be very helpful – such as Oracle’s “Cloud Candidate Selection Tool”. Using tools like this, and facilitating this critical collaboration by leading, organizing and coordinating the input and expertise into a shared, referenceable, reusable set of authority models and practices – this is where EA shines, and where Enterprise Architects can be most valuable. The “enterprise”, in this case, becomes something greater than the core organization – it includes internal systems, public cloud services, 3rd-party IT platforms and datacenters, distributed users and devices; a whole greater than the sum of its parts. Through facilitated project collaboration, leading to identification or creation of solid governance models and processes, a durable and useful Enterprise Architecture framework will usually emerge by itself, if not actually identified and managed as such. The transition from planning collaboration to actual coordination, where the program plan, schedule and resources become synchronized and aligned to other investments in the organization portfolio, is where EA methods and artifacts appear and become most useful. The actual scope and use of these artifacts, in the context of this project, can then set the stage for the most desirable, helpful and pragmatic form of the now-maturing EA framework and community of practice. Regardless of your feelings about the Affordable Care Act, there’s a hidden issue in this story that most of the American people don’t understand: delivering a great commerce customer experience (CX) is hard. It shouldn’t be, but it is. The reality of the government’s issues getting the healthcare site up and running smooth is something we in the online commerce community know too well.  If there’s one thing the botched launch of the site has taught us, it’s that regardless of the size of your budget or the power of an executive with a high-profile project, some of the biggest initiatives with the most attention (and the most at stake) don’t go as planned. It may even give you a moment of solace – we have the same issues! But why?  Organizations engage too many separate vendors with different technologies, running sections or pieces of a site to get live. When things go wrong, it takes time to identify the problem – and who or what is at the center of it. Unfortunately, this is a brittle way of setting up a site, making it susceptible to breaks, bugs, and scaling issues. But, it’s the reality of running a site with legacy technology constraints in today’s demanding, customer-centric market. This approach also means there’s also a lot of cooks in lots of different kitchens. You’ve got development and IT, the business and the marketing team, an external Systems Integrator to bring it all together, a digital agency or consultant, QA, product experts, 3rd party suppliers, and the list goes on. To complicate things, different business units are held responsible for different pieces of the site and managing different technologies. And again – due to legacy organizational structure and processes, this is all accepted as the normal State of the Union. Digital commerce has been commonplace for 15 years. Yet, getting a site live, maintained and performing requires orchestrating a cast of thousands (or at least, dozens), big dollars, and some finger-crossing. But it shouldn’t. The great thing about the advent of mobile commerce and the continued maturity of online commerce is that it’s forced organizations to think from the outside, in. Consumers – whether they’re shopping for shoes or a new healthcare plan – don’t care about what technology issues or processes you have behind the scenes. They just want it to work.  They want their experience to be easy, fast, and tailored to them and their needs – whatever they are. This doesn’t sound like a tall order to the American consumer – especially since they interact with sites that do work smoothly.  But the reality is that it takes scores of people, teams, check-ins, late nights, testing, and some good luck to get sites to run, and even more so at Black Friday (or October 1st) traffic levels.  The last thing on a customer’s mind is making excuses for why they can’t buy a product – just get it to work. So what is the government doing? My guess is working day and night to get the site performing  - and having to throw big money at the problem. In the meantime they’re sending frustrated online users to the call center, or even a location where a trained “navigator” can help them in-person to complete their selection. Sounds a lot like multichannel commerce (where broken communication between siloed touchpoints will only frustrate the consumer more). One thing we’ve learned is that consumers spend their time and money with brands they know and trust. When sites are easy to use and adapt to their needs, they tend to spend more, come back, and even become long-time loyalists. Achieving this may require moving internal mountains, but there’s too much at stake to ignore the sea change in how organizations are thinking about their customer. If the thought of re-thinking your internal teams, technologies, and processes sounds like a headache, think about the pain associated with losing valuable customers – and dollars. Regardless if you’re in B2B or B2C, it’s guaranteed that your competitors are making CX a priority. Those early to the game who have made CX a priority have already begun to outpace their competition. So as you’re planning for 2014, look to the news this week. Make sure the customer experience is a focus at your organization. Expectations are at record highs. Map your customer’s journey, and think from the outside, in. How easy is it for your customers to do business with you? If they interact with many touchpoints across your organization, are the call center, website, mobile environment, or brick and mortar location in sync? Do you have the technology in place to achieve this? It’s time to give the people what they want!
