Should I write the meta-tags in utf-8 format?
For example, is it okay to have double-quotes in the meta-keywords like this:
19" wheels
or special characters like the & sign... ?

I have setup an HTML5 drag and drop upload into my site. The problem that I have is when a user is uploading a large file, they must wait for the upload to finish before navigating and using the rest of the site.
So, what I'd like to do is allow the user to drag files to the main site and then have it automatically open a new window and start the upload there so they can still use the rest of the site while the upload is happening. Anyone have and advice on how to accomplish this or if it can even be done?
I have a UI question that troubled me on the best method to handle 4 decimal places for prices.
In an table already cramped full of data, I would want to simplified the interface to make it not so cluttered. The actual current UI is shown below.

The problem is, for a unit price/units/D.Price and Dis.(Discount) to have 4 decimal places ($0.3459) is quite rare but it still happens (5 in 100 entries). This will result a lot of junk decimal places, cluttering up the interface.
What is the best solution to this problem?
In short, I want to declutter it yet maintain the precision.

I'm attempting to use the figure and figcaption tags to varying success. Someone suggested a great CSS method to get rid of the figure margin and also link up the caption with the image.
The problem: all images shrink to an extremely small size.
Not sure how to rectify this. These are user-submitted images using Django so they vary in size. But currently, using these fixes, all of these shrink with a caption that does fit the image but defeats the purpose as it results in a tiny image with a caption with an even width.

Given a formular with several fieldsets:

All fieldsets are to have the same width, whereas it should be the width of the broadest fieldset. The form element has no explicit width.
How can I achieve that?
I thought width: 100% would do it, but it will stretch the form element to window size.
I'm looking for a component to manage programmaticaly added items (div's) in a parent container.The component should scale child items. Almost like a task bar,if a new item gets added it goes in the div container.
Is there some way I can stop Chrome from auto populating input boxes? I have a page with a Sign Up form and a Log In form. In Chrome, if a user has already signed up and they've come to this page to log in, the password input box on the sign up form is populated with their password. I would really like to force the sign up fields to never auto complete.
I've tried setting autocomplete="false" but this makes no difference.

Basically its a table structure made using divs. The first column contains a long list of questions and the second column contains answers/multiple answers which can be quite big ( there has to be horizontal scrolling in the second column.)
The problem i am facing is when i scroll downwards the second column which has the horizontal scroll bar is also scrolling downward. I want horizontal scrollbar to be fixed there. as in it should be always fixed there no matter how much i scroll vertically.
Much Like Google Spreadsheets: where the first column stays fixed and there's horizontal scrolling on rest of the columns with over vertical scrolling for whole of the data.
I cannot used position fixed in the second column.
P.S : please no lectures on using div's for making a table structure. I have my own reasons.

I have a form with some text-inputs: login, password.
If user sees this form the first time, input-texts should "contain" prompts, like "enter login", "enter password".
If user clicks text-input, it's prompt should disappear to allow typing.
I have seen various examples, that uses background image with prerendered text on it.
Those images are appearing with following jQuery:

This approach has following problems:
localization is impossible
need to pre-render images for various textual prompts
overhead with loading images
How do you overcomes such a problems ?

If I am creating a website in ASP.NET, is it possible to programmatically set the title of the page be some predefined value with some extra information tacked on? For example:
Home Page Title = Site Name
Links Title = Site Name: Links
Stuff Title = Site Name: Stuff
Basically, whatever I defined as the main title on the page I'm currently on, I want to tack ": Name" onto the end of the title so it stays consistent across the website. I was thinking of defining it as a ContentPlaceHolder and wrapping some logic around it, but it doesn't appear to work how I thought it would (AKA, not at all).
So I want to validate my form using jQuery, this is how I imagine it and it works, but is the best method of doing it and maybe I can do it more effective with less code?
