What is the best CLI tool (preferably Linux based) that will allow concatenating video files, and also compressing them on the client-side for YouTube upload?

This might be an impossible question to answer remotely but I figure there may be some common causes that people can suggest so I think it's worth asking...
Video no longer plays smoothly on my laptop. It used to but not for a while now. For example, playing a video on YouTube is pretty typical: I press play (making sure it's not on HD or even HQ) and the video buffers a little then starts to play. At first it plays fine then the video starts to stutter, turning into a slideshow while the sound continues to play smoothly. If I try playing the same video on my Playstation 3 (which is linked to the same network) it plays smoothly so it can't be the connection.
Another example is streaming DivX videos. Again, I wait while it buffers and it starts but very soon, instead of a slideshow, this time the video just plays slowly while the sound continues as normal (instantly getting out of sync). Even if I let the video fully load before pressing play (i.e. it's no longer streaming), it still behaves the same way. I can even let it load 100% then save the file to hard disk and use VLC player to view it, and the same thing happens.
I'm using an old laptop running Windows XP. For the past several years it's been connected to the router via Wi-Fi but in the past few days I've changed that to a network cable (like my PS3) but that hasn't helped. Yes, I regularly install various bits and pieces of software but nothing that I can identify as being the cause.
So, are there known causes of this sort of behaviour and if so, what can I do to fix it?

Intel Pentium 4 2.2 Ghz Processor
Originally had 512Mb memory but recently doubled that to 1 Gig of memory
Graphics: ATI Mobility Radeon 16Mb DDR VRAM
Windows XP SP3 (Home edition)
Over the years I've done several things to speed it up (disabling indexing etc) and am generally happy with the performance. I also regularly have a clear out of old software (if for no other reason than the laptop only has a 40Gb hard disk) and use CCleaner and Glary Utilities to strip out much of the crap from my system.
Also recently (after doubling the memory), I've tried a few new things which might be likely candidates for slowing the video down such as Rocketdock, Jingle keyboard (which gives an old style 'clacky' typewriter sound when I type - love it), SugarSync, Taskbar Shuffle. However, the video doesn't play smoothly even when I try quit all these apps.
Is there any single application that convert all the following video file formats (3g2, 3gp, 3gp2, 3gpp, 3p, asf, avi, divx, dv, dvx, flv, gif, moov, mov, mp4, mpeg4, mpg4, mpe, mpeg, mpg, qt, wmv, xvid) to Flv?
I am trying to capture a live video from my digital camera using Windows 7.
Live Movie maker and Windows Movie maker 2.6 do not have "capture" menu item.
Apparently, Windows Movie maker 2.1 has a "capture" menu item. However, I don't know how to download it on Windows 7.

I'm trying to build a simple video chat client on the mac as a little project and I want it to be able to go over my own little server and arrive at the other end (so going over the internet rather just locally). So my question is if there are any references I should look for online on how to handle something like this on the server side and such. Any links or pointers would be a great help, thanks!
I am using ffmpeg like this e.g.:
ffmpeg -i input.wmv -ss 60 -t 60 -acodec copy -vcodec copy output.wmv
to cut out a section of a large file. The -ss part works fine but the -t is ignored. That is, it correctly removes the first -ss seconds but then just keeps going to the end of the input with the copy.
Is there a way to use ffmpeg to cut off the end of a video without recoding it?
I have heard that video editing uses the processor, while gaming uses the graphics card, and the more RAM the better for both. Is this true, and is it different for certain operations, like rendering and effects?

I'd like to encode uncompressed video into compressed avi or mpeg4. Was wondering what program I should look at getting to do such a task. Videos are between 3 and 20 minutes long, and range anywhere from 1.3 to 10 GBs in uncompressed .avi form (fraps).
I'm about to launch a new site that allows user to both upload/stream audio and video and I don't know anything about the server side of things. My original plan was to just use a dedicated server through Hostgator but from what I'm reading, Cloud hosting or Load balanced clustered is the best way to go for what Im trying to do. All the articles seem to have an agenda to sell you on an affiliate web host so how do I really need to do this?

I have a video file where one audio channel is much louder than the other. Which app can I use to allow me to take the louder channel and place on the low channel? I know it won't be stero anymore but mono sound on both channels is better than unbalanced stereo channel
Probably a rookie question but here goes...I am looking to buy a new video card for a few year old PC which will be used as a media centre. The card I am looking at is this one http://www.ebuyer.com/product/173708, with the main aim being to play blu-ray films. In the product description it states that the card has 7.1 audio channel support, does this mean it will play the sound from the blu-ray through the HDMI, or do I need a separate sound card?
Is there a way to convert video, lets say, from .vob to .avi? (and to make it 'smaller', for ex. DVD 4.2 GB to .avi file of 700 MB)

i've got some dvds that were recorded on a dvd recorder.
I can not read those dvds on windows PCs (i tried multiple PCs).
The properties of the discs say that the filesystem of the disc is RAW and i think that is the reason why windows does not read the disc.
If that is true, what can i do to read the dvds ?
Or what else could be the problem ?
EDIT:
The windows PCs i tried play back regular DVDs without any problem,
and the "RAW" dvds recorded with the dvd recorder will not play on a standalone dvd player.

I just got Windows 7 up and running, and I turned on the new media streaming feature and added all of my music and videos to the corresponding libraries on my machine. I can then go to my XBox 360 and pull up my entire music collection with no problem, but when I try to find the videos it says there are none. Now, I DID NOT import any of the music or videos into Windows Media Player...I know you used to have to stream things this way. But why does it work with Music and not with Videos?? They are all in formats that I know both Windows 7 and the Xbox can play as well...I used to use TVersity and didn't have to even transcode the files to play them.
I have Ubuntu 12.04 32-bit with Unity. My system configuration is:
CPU: Core 2 Quad Q6600 (2.4 GHz)
RAM: 8192 Mb DDR2 Kingston
Video: Palit GeForce GTX 260 216 SP, and my screen resolution is 1680x1050.
I also have Window 7 Ulitimate installed, and I can see the same files in Media Player Classic without any horizontal lines.
I've installed vdpau driver, NVIDIA drivers 304.51, and MPlayer 2 (within SMPlayer). I've disabled "Sync to VBlank" option in CCSM (because in other way, by default, MPlayer process use about 50-60 percents of my processor load), tried to swich between different deinterlace options in SMPlayer, used "-vc ffh264vdpau,ffmpeg12vdpau" (without quotes) parameters for MPlayer, switched to "Ubuntu 2D", but, finally, have no results.
Any suggestions? How must I to set up MPlayer?
