• Applying WCAG 2.0 to Non-Web ICT: second draft published from WCAG2ICT Task Force - for public review

  Last Thursday the W3C published an updated Working Draft of Guidance on Applying WCAG 2.0 to Non-Web Information and Communications Technologies. As I noted last July when the first draft was published, the motivation for this guidance comes from the Section 508 refresh draft, and also the European Mandate 376 draft, both of which seek to apply the WCAG 2.0 level A and AA Success Criteria to non-web ICT documents and software. This second Working Draft represents a major step forward in harmonization with the December 5th, 2012 Mandate 376 draft documents, including specifically Draft EN 301549 "European accessibility requirements for public procurement of ICT products and services". This work greatly increases the likelihood of harmonization between the European and American technical standards for accessibility, for web sites and web applications, non-web documents, and non-web software. As I noted last October at the European Policy Centre event: "The Accessibility Act – Ensuring access to goods and services across the EU", and again last month at the follow-up EPC event: "Accessibility - From European challenge to global opportunity", "There isn't a 'German Macular Degernation', a 'French Cerebral Palsy', an 'American Autism Spectrum Disorder'. Disabilities are part of the human condition. They’re not unique to any one country or geography – just like ICT. Even the built environment – phones, trains and cars – is the same worldwide. The definition of ‘accessible’ should be global – and the solutions should be too. Harmonization should be global, and not just EU-wide. It doesn’t make sense for the EU to have a different definition to the US or Japan." With these latest drafts from the W3C and Mandate 376 team, we've moved a major step forward toward that goal of a global "definition of 'accessible' ICT." I strongly encourage all interested parties to read the Call for Review, and to submit comments during the current review period, which runs through 15 February 2013. Comments should be sent to public-wcag2ict-comments-AT-w3.org. Beside this, I blog about Oracle WebLogic and GlassFish Server and other technologies that hit my road. Java Mission Control 5.2 is Finally Here! Welcome 7u40! It has been a while since we last heard of this fancy little thing called Mission Control. It came all the way from JRockit and was renamed to Java Mission Control. This is one of the parts which literally survived the convergence strategy between HotSpot and JRockit. With today's Java SE 7 Update 40 you can actually use it again. Java Mission Control 5.2 The former JRockit Mission Control (JRMC) is now called Java Mission Control (JMC) and is a tools suite which includes tools to monitor, manage, profile, and eliminate memory leaks in your Java application without introducing the performance overhead normally associated with tools of this type. Up to today the 5.1 version was available within the Oracle HotSpot downloads which could only be received by paying customers from the Oracle Support Website. Todays release is the first release of Java Mission Control that is bundled with the Hotspot JDK! The convergence project between JRockit and Hotspot has reached critical mass. • Choosing between PHP and Java

  I've recently started University, studying Computing and IT. My Uni focuses on Java. My study will consist of mathematics, 'boring' IT related stuff and several Java units such as: -Software development with Java, -Object-oriented Java programming, -Relational databases: theory and practice (using Java), -Developing concurrent distributed systems (using Java), -Software engineering with objects (using Java). I'm trying to determine whenever I should focus on Java and self study it in my free time so that I can actually learn and become a competent Java programmer by the time I graduate, or, only do enough Java to get the degree but in my free time self study PHP and related web technologies. Job market in my area appears to be balanced for the two, salary and availability wise. Regardless of which patch I'd take getting a job should not be a problem however Java does seem to pay almost insignificantly more. In terms of my interest and career expectations, I don't have anything specific planned. I very much enjoy writing code but I don't really care what kind. So far I equally enjoyed writing C, AutoIT, vb.net, PHP and even Java. Basically, I'm happy as long as I get to type in code (be it low level programming or web back-end scripting). So the question really is, would my Uni and their Java focus profit me should I choose PHP? Or should I buy what my university is selling and stick to Java like a fly sticks to poop...? • Wammu - USB Device Name?

  I'm trying to get to my phone's filesystem through USB in Wammu, but I'm stuck in the configuration wizard when it asks for a USB device name. After about an hour of Internet searching, here are the failed solutions I've already tried, starting with the relevant information returned by lsusb in terminal. lsusb Bus 001 Device 003: ID 12d1:101e Huawei Technologies Co., Ltd. So I tried opening Wammu through sudo wammu in terminal and inputting "/dev/bus/usb/001/003" as the device name, which returns: Error opening device Device /dev/bus/usb/001/003 does not exist! and then "/dev/bus/usb/001/", which returns: Failed to connect to phone Description: Error opening device. Unknown, busy, or no permissions.<br> Function: Init<br> Error code: 2 Another proposed solution was to try "tail -f /var/log/messages" in terminal. But that only returned a "No such file or directory" message. Seemingly relevant dmesg info: [ 4739.716214] usb 1-1: new high-speed USB device number 8 using ehci_hcd [ 4739.854137] scsi9 : usb-storage 1-1:1.0 [ 4740.854416] scsi 9:0:0:0: CD-ROM HUAWEI T Mass Storage 2.31 PQ: 0 ANSI: 2 [ 4740.867051] sr0: scsi-1 drive [ 4740.867806] sr 9:0:0:0: Attached scsi CD-ROM sr0 [ 4740.870464] sr 9:0:0:0: Attached scsi generic sg1 type 5 I don't know why it is coming up as CD-ROM. But there it is. If you haven't noticed already, I'm an absolute beginner when it comes to Linux and terminal. So speaking to me like I'm a three year old is welcome if you can propose a solution. I'm running Ubuntu 12.04 LTS, and the phone is a Huawei U1250. My computer is an Acer Aspire One D250/KAV60. Any help is much appreciated.

• What Poor Project Management Might Be Costing You

  For project-intensive organizations, capital investment decisions define both success and failure. Getting them wrong—the risk of delays and schedule and cost overruns are ever present—introduces the potential for huge financial losses. The resulting consequences can be significant, and directly impact both a company’s profit outlook and its share price performance—which in turn is the fundamental measure of executive performance. This intrinsic link between long-term investment planning and short-term market performance is investigated in the independent report Stock Shock, written by a consultant from Clarity Economics and commissioned by the EPPM Board. A new international steering group organized by Oracle, the EPPM Board brings together senior executives from leading public and private sector organizations to explore the critical role played by enterprise project and portfolio management (EPPM). Stock Shock reviews several high-profile recent project failures, and combined with other research reviews the lessons to be learned. It analyzes how portfolio management is an exercise in balancing risk and reward, a process that places the emphasis firmly on executives to correctly determine which potential investments will deliver the greatest value and contribute most to the bottom line. Conversely, it also details how poor evaluation decisions can quickly impact the overall value of an organization’s project portfolio and compromise long-range capital planning goals. Failure to Deliver—In Search of ROI The report also cites figures from the Economist Intelligence Unit survey that found that more organizations (12 percent) expected to deliver planned ROI less than half the time, than those (11 percent) who claim to deliver it 90 percent or more of the time. • Tips for switching jobs and moving into web based programming?

  I graduated in 2006 with a computer science degree and got solid grades (3.5 overall 3.8 in my major) For the past 4.5 years I've been working as a Software Engineer doing primarily rich client development. Most of my experience is with Java, Swing and C++. I've done a lot of network programming and I have acquired some skill working & debugging in distributed environments. I would like to switch jobs and move into a role where I can get exposure to some new technologies and frameworks. I would like to move into a more web development role but I find my lack of web development experience is hurting me. 90% of the jobs I see advertised are looking for one of two skill sets: 1) Stereotypical server side Java web developer. Experience with Spring, Hibernate, J2EE, etc. 2) Stereotypical front end web developer. Experience with Javascript, jQuery, HTML5, GWT, CSS, etc I find most of these companies are looking really specifically for this experience and they are not willing to take on good programmers/ CS fundamental guys who lack experience with this stuff. I would love to get a job doing stuff like this, but have my skills become out of date and unmarketable? Any opinions on ways to sell myself to help get a new position?

In a new article, now up on otn/java, titled “New JavaServer Faces 2.2 Feature: The viewAction Component,” Tom McGinn, Oracle’s Principal Curriculum Developer for Oracle Server Technologies, explores the advantages offered by the JavaServer Faces 2.2 view action feature, which, according to McGinn, “simplifies the process for performing conditional checks on initial and postback requests, enables control over which phase of the lifecycle an action is performed in, and enables both implicit and declarative navigation.”As McGinn observes: “A view action operates like a button command (UICommand) component. By default, it is executed during the Invoke Application phase in response to an initial request. • Need help deciding if Joomla! experience as a good metric for hiring a particular prospective employee.

  My company has been looking to hire a PHP developer. Some of the requirements for the job include: an understanding of design patterns, particularly MVC. some knowledge of PHP 5.3's new features. experience working with a PHP framework (it doesn't matter which one). I interviewed a man today who's primary work experience involved working with Joomla!. As an employee, he will be required to work on existing and new web applications that use Zend Framework, CakePHP and/or CodeIgniter. It is my opinion that we shouldn't dismiss hiring a developer just because he has not used the same technologies that he'll be using on the job. So, I'd like to know about the kind of coding experience working with Joomla! can provide. I've never bothered to take more than a brief look (if that) at the Joomla! package, so I'm hoping to lean on the knowledge of my peers. Would you consider Joomla! to contain a professional code-base? Is the package well organized, and/or OO in general, or is it more like WordPress where logic and presentation are commingled? When working with Joomla!, is the developer encouraged to use best practices? In your opinion, would experience working with Joomla! garner the skills needed to get up to speed with Zend or CakePHP quickly, or will there be a steep learning curve ahead of the developer? I'm not saying that Joomla! is a bad technology, or even that it is lower on the totem pole when compared to the frameworks I've mentioned. Maybe it's awesome, I dunno. I simply have no idea!

But truly the point here is not to discuss whether or not a deployment of SharePoint Foundation 2010 or SharePoint Server 2010 is right or not.  The fact is they do take place and happen.  And information will reside there. Now, the point of this post is to raise awareness on options available for companies that have implemented it and maybe are a bit “iffy” on how to protect the information being placed in libraries and lists.  In many cases I have found SharePoint comes first and business continuity becomes an afterthought.  The documentation piece from TechNet states: “You can register SharePoint Server 2010 with Windows Server Backup by using the stsadm.exe -o -registerwsswriter operation to configure the Volume Shadow Copy Service (VSS) writer for SharePoint Server. Windows Server Backup then includes SharePoint Server 2010 in server-wide backups. When you restore from a Windows Server backup, you can select Microsoft SharePoint Foundation (no matter which version of SharePoint 2010 Products is installed), and all components reported by the VSS writer forSharePoint Server 2010 on that server at the time of the backup will be restored. Windows Server Backup is recommended only for use with for single-server deployments.” Even in the event of single-server deployments you will have options to safeguard your data. The process will require that after you have executed the stsadm command above, you will then use Windows Server Backup to do a Full Server Backup.  Then when the restore operation is needed you will be able to select specifically the section that has the SharePoint technologies backup. Women always played a crucial role in the computer science evolution, but unfortunately, they are considered to be not so good at programming and engineering as men. Even though the fair sex makes up a growing portion of computer and Internet users, there is still a large gender gap in the field of Computer Science. But all is not lost! According to the study women's enrollment in the computer science raised from 7 percent in 1995 to 42 percent in 2000. And it is still increasing. • Why do some people hate Dart? [closed]

  First, I'd like to note that this question is not intended to compare two languages or technologies, but is only asking about criticisms aimed at a language. I've always thought it a good idea to somehow get rid of Javascript. It works, but it's just so messy. I think many will agree with me there. And that's how I interpreted Google's release of Dart. It seems to me like a very good alternative to Javascript. Now, it looks like some are not very happy that Google has released this new language. Take a look at this Wikipedia page to see what I'm talking about. If you don't feel like reading it, I'll tell you now that some seem to think that Dart is similar to Microsoft's VBScript, in that it only works on Microsoft's browsers. This goes against the web's openness. But it's my understanding that Dart can be compiled to Javascript, which will allow it to be run on any modern browser (as the Wikipedia article also states). So my question is: are these criticisms valid? Is there a real fear that Google is trying to control the web's front-end to be more compatible with its browser?

  I want to setup my Ubuntu 12.04 with OpenCL(Open Computing Language) support for i7 2600k and Radeon HD5870. My Monitor is connected to the integrated Graphics of the i7. Intel OpenCL SDK is installed and working. Iteration of avaliable OpenCL devices shows 2 entries for Intel. As recommended I installed AMD APP SDK 2.6 first and then the fglrx driver. I installed fglrx from Ubuntu repositories. This works fine till here. When I run aticonfig --inital -f and restart the system I get into trouble.
