• The Virtues and Challenges of Implementing Basel III: What Every CFO and CRO Needs To Know

  The Basel Committee on Banking Supervision (BCBS) is a group tasked with providing thought-leadership to the global banking industry.  Over the years, the BCBS has released volumes of guidance in an effort to promote stability within the financial sector.  By effectively communicating best-practices, the Basel Committee has influenced financial regulations worldwide.  Basel regulations are intended to help banks: More easily absorb shocks due to various forms of financial-economic stress Improve risk management and governance Enhance regulatory reporting and transparency In June 2011, the BCBS released Basel III: A global regulatory framework for more resilient banks and banking systems.  This new set of regulations included many enhancements to previous rules and will have both short and long term impacts on the banking industry.  Some of the key features of Basel III include: A stronger capital base More stringent capital standards and higher capital requirements Introduction of capital buffers  Additional risk coverage Enhanced quantification of counterparty credit risk Credit valuation adjustments  Wrong  way risk  Asset Value Correlation Multiplier for large financial institutions Liquidity management and monitoring Introduction of leverage ratio Even more rigorous data requirements To implement these features banks need to embark on a journey replete with challenges. These can be categorized into three key areas: Data, Models and Compliance. Data Challenges Data quality - All standard dimensions of Data Quality (DQ) have to be demonstrated.  Manual approaches are now considered too cumbersome and automation has become the norm. Data lineage - Data lineage has to be documented and demonstrated.  The PPT / Excel approach to documentation is being replaced by metadata tools.  Data lineage has become dynamic due to a variety of factors, making static documentation out-dated quickly.  Data dictionaries - A strong and clean business glossary is needed with proper identification of business owners for the data.  Data integrity - A strong, scalable architecture with work flow tools helps demonstrate data integrity.  Manual touch points have to be minimized.   Data relevance/coverage - Data must be relevant to all portfolios and storage devices must allow for sufficient data retention.  Coverage of both on and off balance sheet exposures is critical.   Model Challenges Model development - Requires highly trained resources with both quantitative and subject matter expertise. Model validation - All Basel models need to be validated. This requires additional resources with skills that may not be readily available in the marketplace.  Model documentation - All models need to be adequately documented.  Creation of document templates and model development processes/procedures is key. Risk and finance integration - This integration is necessary for Basel as the Allowance for Loan and Lease Losses (ALLL) is calculated by Finance, yet Expected Loss (EL) is calculated by Risk Management – and they need to somehow be equal.  This is tricky at best from an implementation perspective.  Compliance Challenges Rules interpretation - Some Basel III requirements leave room for interpretation.  A misinterpretation of regulations can lead to delays in Basel compliance and undesired reprimands from supervisory authorities. Gap identification and remediation - Internal identification and remediation of gaps ensures smoother Basel compliance and audit processes.  However business lines are challenged by the competing priorities which arise from regulatory compliance and business as usual work.  Qualification readiness - Providing internal and external auditors with robust evidence of a thorough examination of the readiness to proceed to parallel run and Basel qualification  In light of new regulations like Basel III and local variations such as the Dodd Frank Act (DFA) and Comprehensive Capital Analysis and Review (CCAR) in the US, banks are now forced to ask themselves many difficult questions.  For example, executives must consider: How will Basel III play into their Risk Appetite? How will they create project plans for Basel III when they haven’t yet finished implementing Basel II? How will new regulations impact capital structure including profitability and capital distributions to shareholders? After all, new regulations often lead to diminished profitability as well as an assortment of implementation problems as we discussed earlier in this note.  However, by requiring banks to focus on premium growth, regulators increase the potential for long-term profitability and sustainability.  And a more stable banking system: Increases consumer confidence which in turn supports banking activity  Ensures that adequate funding is available for individuals and companies Puts regulators at ease, allowing bankers to focus on banking Stability is intended to bring long-term profitability to banks.  Therefore, it is important that every banking institution takes the steps necessary to properly manage, monitor and disclose its risks.  This can be done with the assistance and oversight of an independent regulatory authority.  A spectrum of banks exist today wherein some continue to debate and negotiate with regulators over the implementation of new requirements, while others are simply choosing to embrace them for the benefits I highlighted above. • Reuseable Platform For Custom Board Game

  Is there a generic platform to allow me to customize the rules to a board game. The board game uses a square grid, similar to Checkers or Chess. I was hoping to take some of the work out of creating this computer opponent, by reusing what is already written. I would think that there would be a pre-written routine for deciding which moves would lead to the best outcome, and all that I would need to program is the pieces, legal moves, what layout constitutes a win/lose or draw, and perhaps some kind of scoring for value of pieces. I have seen chess programs that appear to use a recursive routine, so they think anywhere from 2 to 20 moves ahead to create varying degrees of difficulty. I have noticed this on chess.com. The game I am programming will not be as complex. Is there a platform designed to be re-used for different grid/piece based games. JavaScript would be preferable, but Java or Perl would be acceptable.

• ADF Code Guidelines

  During Oracle Open World 2012 the ADF Product Management team announced a new OTN website, the ADF Architecture Square.  While OOW represents a great opportunity to let customers know about new and exciting developments, the problem with making announcements during OOW however is customers are bombarded with so many messages that it's easy to miss something important. So in this blog post I'd like to highlight as part of the ADF Architecture Square website, one of the initial core offerings is a new document entitled ADF Code Guidelines. Now the title of this document should hopefully make it obvious what the document contains, but what's the purpose of the document, why did Oracle create it? Personally having worked as an ADF consultant before joining Oracle, one thing I noted amongst ADF customers who had successfully deployed production systems, that they all approached software development in a professional and engineered way, and all of these customers had their own guideline documents on ADF best practices, conventions and recommendations.  These documents designed to be consumed by their own staff to ensure ADF applications were "built right", typically sourced their guidelines from their team's own expert learnings, and the huge amount of ADF technical collateral that is publicly available.  Maybe from manuals and whitepapers, presentations and blog posts, some written by Oracle and some written by independent sources. Now this is all good and well for the teams that have gone through this effort, gathering all the information and putting it into structured documents, kudos to them.  But for new customers who want to break into the ADF space, who have project pressures to deliver ADF solutions without necessarily working on assembling best practices, creating such a document is understandably (regrettably?) a low priority.  So in recognising this hurdle, at Oracle we've devised the ADF Code Guidelines.  This document sets out ADF code guidelines, practices and conventions for applications built using ADF Business Components and ADF Faces Rich Client (release 11g and greater).  The guidelines are summarized from a number of Oracle documents and other 3rd party collateral, with the goal of giving developers and development teams a short circuit on producing their own best practices collateral. The document is not a final production, but a living document that will be extended to cover new information as discovered or as the ADF framework changes. Readers are encouraged to discuss the guidelines on the ADF EMG and provide constructive feedback to me (Chris Muir) via the ADF EMG Issue Tracker. • Good Scoop: The PeopleSoft/IBM Backstory

  Sometimes you're searching for something online and you find an unrelated, bonus nugget. Last week I stumbled across an interesting blog post from Chris Heller of a PeopleSoft consulting shop in San Ramon, CA called Grey Sparling. I don't know these guys. But Chris, who apparently used to work on the PeopleTools team, wrote a great article on a pre-acquisition, would-be deal between IBM and PeopleSoft that would have standardized PeopleSoft on IBM technology. The behind-the-scenes perspective is interesting. His commentary on the challenges that the company and PeopleSoft customers would have encountered if the deal had gone through was also interesting: ·         "No common ownership. It's hard enough to get large groups of people to work together when they work for the same company, but with two separate companies it is much, much harder. Even within Oracle, progress on Fusion applications was slow until Thomas Kurian took over Fusion applications in addition to Fusion middleware." ·         "No customer buy-in. PeopleSoft customers weren't asking for a conversion to WebSphere, so the fact that doing that could have helped PeopleSoft stay independent wouldn't have meant much to them, especially since the cost of moving to whatever a "PeopleSoft built on WebSphere" would have been significant." ·         "No executive buy-in. This is related to the previous point, but it's worth calling out separately. If Oracle had walked away and the deal with IBM had gone through, and PeopleSoft customers got put through the wringer as part of WebSphere move, all of the PeopleSoft project teams would be put in the awkward position of explaining to their management why these additional costs and headaches were happening. Essentially they would need to "sell" the partnership internally to their own management team. That's not a fun conversation to have." I'm not surprised that something like this was in the works. But I did find the inside scoop and Heller's perspective on the challenges particularly interesting. • small IIS web farm-create an Active Directory domain or no?

  We have a smallish web farm of < 5 Windows 2008 servers. Some do data, most do IIS hosting. Is it a good/bad idea to set up a domain controller and put all in the same "production" domain? We want to avoid a world where we have to sync multiple admin passwords between the boxes (or share admin credentials among the team). Presumably, the DC would be just another VM, so hardware cost doesn't enter into the discussion.

• Corona SDK: Quality of support and resources?

• Penalization of under performing employees, how to avoid this? [closed]

  My company's management wants to deduct from the salary of under performing employees. I'm a member of the Core Strategy committee and they want my opinion also. I believe that the throughput from an employee depends on a lot of things such as the particular work assigned to them, other members of his/her team, other reasons etc. Such penalizations will be demoralizing to the people. How can I convince my management not to do so?

• JSF 2.2 Update from Ed Burns

  In a recent interview the JavaServer Faces specification lead, Ed Burns, gave an update on JSF 2.2. This is a required component of the Java EE 7 platform. The work is expected to wrap up by CY 2012 and the schedule is publicly available. The interview provide an update on how Tenant Scope from CDI and multi-templating will be included. It also provide details on which HTML 5 content categories will be addressed. The EG discussions are mirrored at jsr344-experts@javaserverfaces-spec-public. • How do I learn Python from zero to web development? [closed]

  I am looking into learning Python for web development. Assuming I already have some basic web development experience with Java (JSP/Servlets), I'm already familiar with web design (HTML, CSS, JS), basic programming concepts and that I am completely new to Python, how do I go about learning Python in a structured manner that will eventually lead me to web development with Python and Django? I'm not in a hurry to make web applications in Python so I really want to learn it thoroughly so as not to leave any gaps in my knowledge of the technologies involving web development in Python. Are there any books, resource or techniques to help me in my endeavor? In what order should I do/read them? UPDATE: When I say learning in a structured manner, I mean starting out from the basics then learning the advanced stuff without leaving some of the important details/features that Python has to offer. I want to know how to apply the things that I already know in programming to Python.

• LibreOffice Writer Error due to a lock file

  Every time I try to open a word document I get this error. LibreOffice 3.5 Either another instance of LibreOffice is accessing your personal settings or your personal settings are locked. Simultaneous access can lead to inconsistencies in your personal settings. Before continuing, you should make sure user "closes LibreOffice on host". Do you want to continue? I've been onto different forums to find out a remedy but nothing yet. I've recently done a fresh install of 12.04 (64bit) and have been having some issues with different programs and have been able to work through most of them but this one, I'm lost.

• Are Meta tags useful for SEO?

  Reading a Search Results with this or a similar phrased question can lead to reading a lot of conflicting answers. Are there any meta tags that matter in SEO? From what I have read I do know that meta keywords are no longer used (or so little it is not worth using them) and don't worry with using them. Meta Description tags are not used for page ranking but can effect click through rates so should be used but be less than 160 characters. I know the following meta tags exist: author - the author's name and possibly email address robots - to allow or disallow indexing by robots copyright - the copyright date of the page How much do these meta tags matter and are there others that are new (including ones that may not be used by all but might be used in the future or are used by only one of the big players like Google or Bing) meta tags that should be included? Note: Even if a meta tag doesn't matter in SEO but helps with click through rates similar to the descript tag does then feel free to include it with your answer.

  How can I encourage my coworkers to track the time they spend resolving issues and implementing features? We have software to do this, but they just don't enter the numbers. I want the team to get better at providing project estimates by comparing our past estimates to actual time spent. I suspect that my coworkers don't see the personal benefit, since they're not often involved in project scheduling.
