CodeIgnitor Error 403 Access forbidden

Hi, I extracted CodeIgnitor to XAMPP's htdocs and when I tried to access index.php like this:

h t t p://127.0.0.1/ci/index.php

I get the following error message:

Access forbidden! You don't have permission to access the requested object. It is either read-protected or not readable by the server. Error 403......

How can I troubleshoot this problem?
