i want result by full text search where there is high proximity of relevance

if i search like :

get all phrase where phrase like World top leading Company

the result should be like

World top leading Company Top Leading Companies Top Leading World Agencies Top Companies World Company World Top Market

means i want the phrase at the top whose relevance is 100% then the relevance decreases like 90%, 80% .....up to 10% at last if any word from input matches with any word from phrase
