draw rectangel using latitude\longitude on screen

the existing Application is providing me 8 coordinates like NElatitude,NElongitude, NWlatitude,NWlongitude, SElatitude,SElongitude, SWlatitude,SWlongitudepoints and i have been asked draw rectangles on screen using this coordinates as a screen points. These rectangles should be with scaling.
