When I try to use the plugin "maven-war-plugin", it copies all libraries to / WEB-INF/lib, how to copy to another directory? Example: "/ libtest"

I would like to add an additional class path to the exec-maven-plugin.
Besides the %classpath, I would like to add an extra path to a directory containing resources (/Users/kornp/resources).

I use the maven-properties-plugin during the initialization phase to read in a bunch of properties from a properties file.
I also have the jetty plugin configured to set a couple of the project properties - including those read in above - as system properties to jetty.
