how much knowledge do you need to call yourself a programmer?

There is a guy who calls himself c/c++ programmer, but what does he actually know? What knowledge about c++ does he have because there are so much to know about c/c++.

So he knows the core language? He knows visual c++? He knows how to program with WIN API? He knows how to program in linux with gtk? Network programming?

The real question is: What do you need to know, to be called a c/c++ programmer ,because I know c and I really do not feel like I own the power of programming... please illuminate my path.
