Recently I had need to export from the GAC - here are some useful resources:

There is an alternative method at http://aspdotnetcodebook.blogspot.co.uk/2008/09/get-copy-of-dll-in-gac-or-add-reference.html that involves de-installing what is part of the operating system - I would recommend this as a method of last resort.
