Is it is necessary to run jade instance on remote machine to communicate agents remotely?

As I know that something must be running on remote machine to execute particular program but what if we want to create agent on local machine and send or distribute it on remote machine without running program on remote machine?

Is it possible and if not, then what is solution? Do we need to run an instance of agent or jade on client machine to communicate agents remotely?
