    According to a recent survey by the Economist Intelligence Unit, sponsored by Oracle, only 51% of project owners rated themselves as effective at delivering their projects to scope, budget, and schedule when confronted with change. In addition only 43% rated themselves as effective at anticipating potential change. Even with the best processes and technology in place, change is often an unavoidable part of the construction process.   • Oracle Inroduces a New Line of Defense for Databases

    Today at the 2011 RSA Conference, we announced the immediate availability of our new Oracle Database Firewall, the latest addition to a comprehensive portfolio of database security solutions. Oracle Database Firewall is a network-based software solution that monitors database traffic, and can detect and block SQL injection and other attacks from reaching Oracle and non-Oracle databases. According to the 2010 Verizon Data Breach Investigations Report, SQL injection attacks against databases are responsible for 89% of all breached data. SQL injection attacks are a technique for controlling responses from the database server through applications. This attack exploits the inherent trust between application layer and the back-end database. Previously the only way organizations had to safeguard against SQL injection attacks was a complete overhaul of their application code. Obviously a very costly, complex, and often impossible undertaking for most organizations. Enter the new Oracle Database Firewall. It can help prevent SQL injection attacks by establishing a defensive perimeter around your databases. The Oracle Database Firewall uses an innovative SQL grammar analysis to inspect the database traffic against pre-defined policies. Normal expected traffic is allowed to pass (and can be optionally logged to demonstrate regulatory compliance), ensuring no false positives or disruption to your business. SQL statements that are explicitly forbidden or unknown SQL statements can either pass, be logged, alert, block or be substitute with pre-defined SQL statements. Being able to substitute an unknown potentially harmful SQL statement with a harmless statement is especially powerful since it foils an attack while allowing the application to operate normally and preventing DoS attacks.   • Insurance Outlook: Just Right of Center

    On Tuesday June 21st, PwC lead a session at the International Insurance Society meeting in Toronto focused on the opportunity in insurance.  The scenarios focusing on globalization, regulation and new areas of insurance opportunity were well defined and thought provoking, but the most interesting part of the session was the audience participation. PwC used a favorite strategic planning tool of mine, scenario planning, to highlight the important financial, political, social and technological dimensions that impact the insurance industry. Using wireless polling keypads, the audience was able to participate in scoring a range of possibilities across each dimension using a 1 to 5 ranking; 1 being generally negative or highly pessimistic scenarios and 5 being very positive or more confident scenarios. The results were then displayed on a screen with a line or "center" in the middle. "Left of center" was defined as being highly cautious and conservative, while "right of center" was defined as a more optimistic outlook for the industry's future. This session was attended by insurance carriers' senior leadership, leading insurance academics, senior regulators, and the occasional insurance technology executive. In general, the average answer fell just right of center, i.e. a little more positive or optimistic than center. Three years ago, after the 2008 financial crisis, I suspect the answers would have skewed more sharply to the left of center. This sense that things are generally getting better for insurers and that there is the potential for positive change pervaded the conference. There is still caution and concern around economic factors, regulation (especially the potential pitfalls of regulatory convergence with banking) and talent management, but in general, the industry outlook is more positive than it's been in several years.   • A Year of Upheaval for Procurement Professionals-New Report & Webinar

    2013 will see significant changes in priorities and initiatives among procurement professionals as they balance the needs of their enterprises with efforts to add capabilities for long-term procurement success. In response, procurement managers will expand their organization’s spend influence via supplier relationship management, sourcing, and category management. These findings are part of the new report, “2013 Procurement Key Issues: Going Deeper and Broader to Deliver Borderless Procurement Services,” by the Hackett Group. The authors say that compared to similar studies over the last five years, 2013 is registering the greatest year-over-year changes in priorities for both procurement performance and capability issues. Three Important PrioritiesThe survey found that procurement professionals are focusing their attention in three key areas. Cost reduction. Controlling expenses is always a high priority, but with 90 percent of the respondents now placing this at the top of their performance concerns, the Hackett analysts say this “clearly shows that, for better or worse, cost reduction is king” in 2013. Technology innovation. Innovation has shot up significantly in the priority rankings and is now tied with spend influence for second among procurement professionals. Sixty-five percent of the survey participants said pursuing game-changing innovation and technology is a top procurement initiative. Managing supply risk. This area registered a sharp rise in importance because of its role in protecting profits, Hackett says.   • Will We See More Partisan Splits from the SEC?

    The SEC's lawsuit against Goldman Sachs has made recent headlines. The fact that the SEC seems to be growing more litigious by making examples out of invididuals and companies is not the topic of my blog. The most interesting thing about this case is that the 5 SEC commissioners did not vote unanimously to bring the lawsuit. The commissioners had a 3-2 partisan split. Ms. Shapiro (a registered independent) voted with the 2 Democrats. Split votes rarely happen by the SEC, especially when they are enforcing actions against firms they regulate. I wonder if we will be seeing more of these partisan split votes when it comes to other decisions, say IFRS adoption? I know both the Democrats and Republicans have stated that they support a unified accounting standard. However, will the Republicans want to push back simply because there is a Democrat in office? (Seems childish to me, but I never understood politics). I think Ms. Shapiro will most definitely want a unanimous consensus related to the IFRS topic. There is already talk that we will be seeing more SEC split votes in the future. For example, there will most likely be a split vote regarding Obama's proposed financial-regulatory overhaul. I don't see why IFRS would be exempt. I really hope it doesn't happen because the last thing we need is more road blocks on our IFRS road trip.

  • How to tell if two exe's are the same code-wise?

    Is there a way to detect whether two EXE's (compiled from VS.Net 2008 for C++/MFC) do not have any code-level changes between them i.e. for purposes of knowing that there have been no statement changes. This is for compliance purposes when my vendor ships me an exe, ostensibly with no changes made to the code since the last time we tested it. Is there a tool to check that this is so? Cheers

This is the paragraph found in the pdf: To submit your application through iTunes Connect and get it posted on the App Store successfully, make sure you have the following: Application binary (includes 57px icon), large 512px icon for use on the App Store, primary screenshot, contract information, export compliance information and applica- tion metadata It is also mentioned that the binary should be a zipped file.     The question is pretty simple, is it possible to create a FIPS 140-2 compliant server in Perl? Especially, is it possible without modifying any of the C code for the modules? If it's not possible in straight Perl, what would be the easiest way to go about it from a C perspective? I'm basically creating a mini-httpd that only serves up a single file, but due to security restrictions it needs to be served up on SSL under FIPS compliance.

    Hi, Hopefully someone has come across this before. I'm running Spring STS 2.3.0 and when attempting to use the @Resource annotation from javax.annotations.Resource I get "Access restriction: The type Resource is not accessible due to restriction on required library". I'm using the JDK 6u18. I've tried changing the JDK Compliance to 1.5 and 1.6 and both yield the same error. Cheers, -Ed
