  • Oracle Announces Release of PeopleSoft HCM 9.1 Feature Pack 2

    Big things sometimes come in small packages.  Today Oracle announced the availability of PeopleSoft HCM 9.1 Feature Pack 2 which delivers a new HR self service user experience that fundamentally changes the way managers and employees interact with the HCM system.  Earlier this year we reviewed a number of new concept designs with our Customer Advisory Boards.  With the accelerated feature pack development cycle we have adopted, these innovations are  now available to all 9.1 customers without the need for an upgrade.   There are no new products that need to be licensed for the capabilities below. For more details on Feature Pack 2, please see the Oracle press release. Included in Feature Pack 2 is a new search-based menu-free navigation that allows managers to search for employees by name and take actions directly from the secure search results.  For example, a manager can now simply type in part of an employee’s first or last name and receive meaningful results from documents related to performance, compensation, learning, recruiting, career planning and more.   Delivered actions can be initiated directly from these search results and the actions are securely tied to HCM security and user role.  The feature pack also includes new pages that will enable managers to be more productive by aggregating key employee data into a single page.  The new Manager Dashboard and Talent Summary provide a consolidated view of data related to a manager’s team and individual team members, respectively.   The Manager Dashboard displays information relevant to their direct reports including team learning, objective alignment, alerts, and pending approvals requiring their attention.  The Talent Summary provides managers with an aggregated view of talent management-related data for an individual employee including performance history, salary history, succession options, total rewards, and competencies.   The information displayed in both the Manager Dashboard and Talent Summary is configurable by system administrators and can be personalized by each of your managers. Other Feature Pack 2 enhancements allow organizations to administer Matrix or Dotted-Line Relationship Management, which addresses the challenge of tracking and maintaining project-based organizations that cut across the enterprise and geographic regions.  From within the Company Directory and Org Viewer organization charts, managers now have access to manager self-service transactions from related actions.  More than 70 manager and employee self-service transactions have been tied into the related action framework accessible from Org Viewer, Manager Dashboard, Talent Summary and Secure Enterprise Search (SES) results.  In addition to making it easier to access manager self-service transactions, the feature pack delivers streamlined transaction pages making everyday tasks such as promoting an employee faster and more efficient. With the delivery of PeopleSoft HCM 9.1 Feature Pack 2, Oracle continues to deliver on its commitment to our PeopleSoft customers.  With this feature pack, HCM 9.1 customers will be able to deploy the newest functionality quickly, without a major release upgrade, and realize added value from their existing PeopleSoft investment.    For customers newly deploying 9.1, a new download with all of Feature Pack 2  will be available early next year.   This will aslo include recertified upgrade paths from 8.8, 8.9 and 9.0, for customers in the upgrade process.

    Does integrating Social HCM into your enterprise make sense? Consider Sam and Christina. Sam is a new hire at a big company. On the job 3 weeks, a question has come up on how to properly file an expense report to get reimbursed. It was covered in the onboarding session, but shockingly enough, Sam didn’t memorize or write down every word of the session. The answer is probably in a handout, in a stack of handouts 2 inches thick. It also might be on the employee web site…somewhere. Christina is a new hire at a different big company. She has the same question. She logs into her company’s social network, goes to the “new hires” group, asks her question and gets an answer in seconds. Christina says, “Cool!” Sam says, “Grrrr.” It’s safe to say the qualified talent your company wants is accustomed to using social platforms to communicate and get quick answers. As such, Christina is comfortable at her new company, whereas Sam is wondering what he’s gotten himself into. Companies that cling to talent communication and management systems that don’t speak to talent’s needs or expectations put themselves at risk. Right from the recruiting stage, prospects can determine if a company has embraced the communications tools of the 21st century. If they don’t see it, alarm bells go off. With great talent more in demand than ever, enterprises should reconsider making “this is the way we do it, you adapt to us” their mantra. Other blogs have clearly outlined that apart from meeting top recruits’ expectations, Social HCM benefits the organization itself in terms of efficiency, talent performance & measurement. Recruiting: Jobvite shows 64% of companies hired using social. 89% of job seekers are using social in their search. Social can give employers access to relevant communities of prospects and advance the brand. Nucleus Research found general hiring software can provide over 1,000% ROI by reducing churn and improving screening. Social talent acquisition should perform at least as well. Learning & Development:Employees, learning from the company or from peers, can be kept on top of the latest needed skillsets and engage in self-paced training so as to advance within the company. Performance Management:Just as gamers are egged on by levels and achievements, talent can reach for workplace kudos, be they shout-outs from peers & managers or formally established milestones. Plus employee reviews become consistent and fair as managers have access to the cumulative feedback social offers. Workflow and Collaboration:With workforces dispersing in terms of physical location, social provides a platform that helps eliminate drawbacks that would have brought just 10 years ago. Finding and connecting with just the right colleague to get the most relevant info at any given time has never been more possible…or expected. While yes, marketing has taken the social lead inside the enterprise, HCM (with the word “human” right there in its name) is the obvious locale for the next big integration of social in business. The technology is there. At Oracle, Fusion HCM apps are deeply embedded with Social HCM…just one example of systems taking social across the enterprise.   • Taking HRMS to the Cloud to Simplify Human Resources Management

    By Anke Mogannam With human capital management (HCM) a top-of-mind issue for executives in every industry, human resources (HR) organizations are poised to have their day in the sun—proving not just their administrative worth but their strategic value as well.  To make good on that promise, however, HR must modernize. Indeed, if HR is to act as an agent of change—providing the swift reallocation of employees  and the rapid absorption of employee data required for enterprises to shift course on a dime—it must first deal with the disruptive change at its own front door. And increasingly, that means choosing the right technology and human resources management system (HRMS) for managing the entire employee lifecycle. Unfortunately, for most organizations, this task has proved easier said than done. This is because while much has been written about advances in HRMS technology, until recently, most of those advances took the form of disparate on-premises solutions designed to serve very specific purposes. Although this may have resulted in key competencies in certain areas, it also meant that processes for core HR functions like payroll and benefits were being carried out in separate systems from those used for talent management, workforce optimization, training, and so on. With no integration—and no single system of record—processes were disconnected, ease of use was impeded, user experience was diminished, and vital data was left untapped.  Today, however, that scenario has begun to change, and end-to-end cloud-based HCM solutions have moved from wished-for innovations to real-life solutions. Why, then, have HR organizations been so slow in adopting them? The answer—it would seem—is, “It’s complicated.” So complicated, in fact, that 45 percent of the respondents to PwC’s “Annual HR Technology Survey” (for 2013) reported having no formal HR software roadmap, and 40 percent stated that they “did not know” whether their organizations would be increasing their use of cloud or software as a service (SaaS) for HR.  Clearly, HR organizations need help sorting through the morass of HR software options confronting them. But just as clearly, there’s an enormous opportunity awaiting those that do. The trick will come in charting a course that allows HR to leverage existing technology while investing in the cloud-based solutions that will deliver the end-to-end processes, easy-to-understand analytics, and superior adaptability required to simplify—and add value to—every aspect of employee management. The Opportunity therefore is to cut costs, drive Innovation, and increase engagement by moving to cloud-based HCM.  Then you will benefit from one Interface, leverage many access points, and  gain at-a-glance insight across your entire workforce. With many legacy on-premises HR systems not being efficient anymore and cloud-based, integrated systems that span the range of HR functions finally reaching maturity, the time is ripe for moving core HR to the cloud. Indeed, for the first time ever there are more HRMS replacement initiatives than HRMS upgrade initiatives under way, and the majority of them involve moving to the cloud per Cedar Crestone’s 2013-2014 HRMS survey.   • So, how is the Oracle HCM Cloud User Experience? In a word, smokin’!

    By Misha Vaughan, Oracle Applications User Experience Oracle unveiled its game-changing cloud user experience strategy at Oracle OpenWorld 2013 (remember that?) with a new simplified user interface (UI) paradigm.  The Oracle HCM cloud user experience is about light-weight interaction, tailored to the task you are trying to accomplish, on the device you are comfortable working with. A key theme for the Oracle user experience is being able to move from smartphone to tablet to desktop, with all of your data in the cloud. The Oracle HCM Cloud user experience provides designs for better productivity, no matter when and how your employees need to work. Release 8  Oracle recently demonstrated how fast it is moving development forward for our cloud applications, with the availability of release 8.  In release 8, users will see expanded simplicity in the HCM cloud user experience, such as filling out a time card and succession planning. Oracle has also expanded its mobile capabilities with task flows for payslips, managing absences, and advanced analytics. In addition, users will see expanded extensibility with the new structures editor for simplified pages, and the with the user interface text editor, which allows you to update language throughout the UI from one place. If you don’t like calling people who work for you “employees,” you can use this tool to create a term that is suited to your business.  Take a look yourself at what’s available now. What are people saying?Debra Lilley (@debralilley), an Oracle ACE Director who has a long history with Oracle Applications, recently gave her perspective on release 8: “Having had the privilege of seeing a preview of release 8, I am again impressed with the enhancements around simplified UI. Even more so, at a user group event in London this week, an existing Cloud HCM customer speaking publically about his implementation said he was very excited about release 8 as the absence functionality was so superior and simple to use.”  In an interview with Lilley for a blog post by Dennis Howlett  (@dahowlett), we probably couldn’t have asked for a more even-handed look at the Oracle Applications Cloud and the impact of user experience. Take the time to watch all three videos and get the full picture.  In closing, Howlett’s said: “There is always the caveat that getting from the past to Fusion [from the editor: Fusion is now called the Oracle Applications Cloud] is not quite as simple as may be painted, but the outcomes are much better than anticipated in large measure because the user experience is so much better than what went before.” Herman Slange, Technical Manager with Oracle Applications partner Profource, agrees with that comment. “We use on-premise Financials & HCM for internal use. Having a simple user interface that works on a desktop as well as a tablet for (very) non-technical users is a big relief. Coming from E-Business Suite, there is less training (none) required to access HCM content.  From a technical point of view, having the abilities to tailor the simplified UI very easy makes it very efficient for us to adjust to specific customer needs.  When we have a conversation about simplified UI, we just hand over a tablet and ask the customer to just use it. No training and no explanation required.” Finally, in a story by Computer Weekly  about Oracle customer BG Group, a natural gas exploration and production company based in the UK and with a presence in 20 countries, the author states: “The new HR platform has proved to be easier and more intuitive for HR staff to use than the previous SAP-based technology.” What’s Next for Oracle’s Applications Cloud User Experiences? This is the question that Steve Miranda, Oracle Executive Vice President, Applications Development, asks the Applications User Experience team, and we’ve been hard at work for some time now on “what’s next.”  I can’t say too much about it, but I can tell you that we’ve started talking to customers and partners, under non-disclosure agreements, about user experience concepts that we are working on in order to get their feedback. We recently had a chance to talk about possibilities for the Oracle HCM Cloud user experience at an Oracle HCM Southern California Customer Success Summit. This was a fantastic event, hosted by Shane Bliss and Vance Morossi of the Oracle Client Success Team. We got to use the uber-slick facilities of Allergan, our hosts (of Botox fame), headquartered in Irvine, Calif., with a presence in more than 100 countries. Alice White, VP Human Resources, discussed Allergan's process for global talent acquisition -- how Allergan has designed and deployed a global process, and global tools, along with Oracle and Cognizant, and are now at the end of a global implementation. She shared a couple of insights about the journey for Allergan: “One of the major areas for improvement was on role clarification within the company.” She said the company is “empowering managers and deputizing them as recruiters. Now it is a global process that is nimble and efficient."  Deepak Rammohan, VP Product Management, HCM Cloud, Oracle, also took the stage to talk about pioneering modern HR. He reflected modern HR problems of getting the right data about the workforce, the importance of getting the right talent as a key strategic initiative, and other workforce insights. "How do we design systems to deal with all of this?” he asked. “Make sure the systems are talent-centric. The next piece is collaborative, engaging, and mobile. A lot of this is influenced by what users see today. The last thing is around insight; insight at the point of decision-making." Rammohan showed off some killer HCM Cloud talent demos focused on simplicity and mobility that his team has been cooking up, and closed with a great line about the nature of modern recruiting: "Recruiting is a team sport." Later, in an expo-style format, the Apps UX team showed several concepts for next-generation HCM Cloud user experiences, including demos shown by Jake Kuramoto (@jkuramoto) of The AppsLab, and Aylin Uysal (@aylinuysal), Director, HCM Cloud user experience. We even hauled out our eye-tracker, a research tool used to show where the eye is looking at a particular screen, thanks to teammate Michael LaDuke. Dionne Healy, HCM Client Executive, and Aylin Uysal, Director, HCM Cloud user experiences, Oracle, take a look at new HCM Cloud UX concepts. We closed the day with Jeremy Ashley (@jrwashley), VP, Applications User Experience, who brought it all back together by talking about the big picture for applications cloud user experiences. He covered the trends we are paying attention to now, what users will be expecting of their modern enterprise apps, and what Oracle’s design strategy is around these ideas.   We closed with an excellent reception hosted by ADP Payroll services at Bistango.   • Simplifying Human Capital Management with Mobile Applications

    By Aaron Green If you're starting to think 'mobility' is a recurring theme in your reading, you'd be right. For those who haven't started to build organisational capabilities to leverage it, it's fair to say you're late to the party. The good news: better late than never. Research firm eMarketer says the worldwide smartphone audience will total 1.75 billion this year, while communications technology and services provider Ericsson suggests smartphones will triple to 5.6 billion globally by 2019. It should be no surprise, smart phone adoption is reaching the farthest corners of the globe; the subsequent impact of enterprise applications enabled by these devices is driving business performance improvement and will continue to do so. Companies using advanced workforce analytics can add significantly to the bottom line, while impacting customer satisfaction, quality and productivity. It's a statement that makes most business leaders sit forward in their chairs. Achieving these three standards is like sipping The Golden Elixir for the business world. No-one would argue their importance. So what are 'advanced workforce analytics?' Simply, they're unprecedented access to workforce trends and performance markers. Many are made possible by a mobile world and the enterprise applications that come with it on smart devices. Some refer to it as 'the consumerisation of IT'. As this phenomenon has matured and become more widely appreciated it has impacted the spectrum of functional units within an enterprise differently, but powerfully. Whether it's sales, HR, marketing, IT, or operations, all have benefited from a more mobile approach. It has been the catalyst for improvement in, and management of, the employee experience. The net result of which is happier customers. The obvious benefits but the lesser realised impact Most people understand that mobility allows for greater efficiency and productivity, collaboration and flexibility, but how that translates into business outcomes within the various functional groups is lesser known. In actuality mobility has helped galvanise partnerships between cross-functional groups within the enterprise. Where in some quarters it was once feared mobility could fragment a workforce, its rallying cry of support is coming from what you might describe as an unlikely source - HR. As the bedrock of an enterprise, it is conceivable HR might contemplate the possible negative impact of a mobile workforce that no-longer sits in an office, at the same desks every day. After all, who would know what they were doing or saying? How would they collaborate? It's reasonable to see why HR might have a legitimate claim to try and retain as much 'perceived control' as possible. The reality however is mobility has emancipated human capital and its management. Mobility and enterprise applications are expediting decision making. Google calls it Zero Moment of Truth, or ZMOT. It enables smoother operation and can contribute to faster growth. From a collaborative perspective, with the growing use of enterprise social media, which in many cases is being driven by HR, workforce planning and the tangible impact of change is much easier to map. This in turn provides a platform from which individuals and teams can thrive. With more agility and ability to anticipate, staff satisfaction and retention is higher, and real time feedback constant. The management team can save time, energy and costs with more accurate data, which is then intelligently applied across the workforce to truly engage with staff, customers and partners. From a human capital management (HCM) perspective, mobility can help you close the loop on true talent management. It can enhance what managers can offer and what employees can provide in return. It can create nested relationships and powerful partnerships. IT and HR - partners and stewards of mobility One effect of enterprise mobility is an evolution in the nature of the relationship between HR and IT from one of service provision to partnership. The reason for the dynamic shift is largely due to the 'bring your own device' (BYOD) movement, which is transitioning to a 'bring your own application' (BYOA) scenario. As enterprise technology has in some ways reverse-engineered its solutions to help manage this situation, the partnership between IT (the functional owner) and HR (the strategic enabler) is deeply entrenched. And it has to be. The CIO and the HR leader are faced with compliance and regulatory issues and concerns around information security and personal privacy on a daily basis, complicated by global reach and varied domestic legislation. There are tens of thousands of new mobile apps entering the market each month and, unlike many consumer applications which get downloaded but are often never opened again after initial perusal, enterprise applications are being relied upon by functional groups, not least by HR to enhance people management. It requires a systematic approach across all applications in use within the enterprise in order to ensure they're used to best effect. No turning back, and no desire to With real time analytics on performance and the ability for immediate feedback, there is no turning back for managers. In my experience with Oracle, our customers' operational efficiency is at record levels. It's clear as a result of the combination of individual KPIs and organisational goals, CIOs have been able to give HR leaders the ability to build predictive models that feed into an enterprise organisations' evolving strategy. It also helps them ensure regulatory compliance much more easily. Once an arduous task, with mobile enabled automation and quality data, compliance is simpler. Their world has changed for the better. For the CIO, mobility also assists them to optimise performance. While it doesn't come without challenges, mobile-enabled applications and the native experience users have with them means employees don't need high-level technical expertise to train users. It reduces the training and engagement required from the IT team so they can focus on other things that deliver value to the bottom line; all the while lowering the cost of assets and related maintenance work by simplifying processes. Rewards of a mobile enterprise outweigh risks With mobile tools allowing us to increasingly integrate our personal and professional lives, terms like "office hours" are becoming irrelevant, so work/life balance is a cultural must. Enterprises are expected to offer tools that enable workers to access information from anywhere, at any time, from any device. Employees want simplicity and convenience but it doesn't stop at private enterprise. This is a societal shift. Governments, which traditionally have been known to be slower to adopt newer technology, are also offering support for local businesses to go mobile. Several state government websites have advice on how to create mobile apps and more. And as recently as last week the Victorian Minister for Technology Gordon Rich-Phillips unveiled his State government's ICT roadmap for the next two years, which details an increased use of the public cloud, as well as mobile communications, and improved access to online data-sets. Tech giants are investing significantly in solutions designed to simplify mobile deployment and enablement. The mobility trend is creating a wave of change in the industry and driving transformation in the enterprise.   • HCM is Alive and Well in APAC

    I just returned from a 5 country tour on “Rethinking HR” where Oracle hosted breakfast and lunch executive seminars to the most senior HR practitioners in 5 cities in these major markets in APAC. While I have done many of these “road shows” in the past, I was most impressed with the response we received during this trip. I’m sure the execution of our marketing and sales teams had lots to do with the turnout, but I’d also like to think that this region is primed for applications that help with the talent dilemma faced by many organizations today in this part of the world and are excited about the offerings Oracle provides to help our customers attract, develop, retain and analyze their human capital. For these type of events, we normally expect 25-30 companies in attendance with a drop-off rate of around 15%. In all 5 cities, we had standing room only with an average attendance of 50 people from 30+ companies. Interestingly enough, in 3 of the 5 cities we had people show up that were turned down during registration, for lack of room – so we actually exceeded our registration. This was the case in Canberra – Australia’s capital – with over 70 attendees. Unusual indeed! During my presentation I referenced several studies which highlight how this region is primed for support in looking at talent in the future as high growth creates talent shortages and talented workers see opportunities outside of their current employers. A Deloitte study shows that 61% of respondents in APAC expect significant or moderate talent shortages over the next year (compared to 45% and 31% for the Americas and EMEA respectively). Please accept my thanks to all who arranged and orchestrated this time in APAC. While my body was quite tired from the hectic schedule, my mind was energized with the interest and interaction.

  • Finding the Right Solution to Source and Manage Your Contractors

    Many of our PeopleSoft Enterprise applications customers operate in service-based industries, and all of our customers have at least some internal service units, such as IT, marketing, and facilities. Employing the services of contractors, often referred to as "contingent labor," to deliver either or both internal and external services is common practice. As we've transitioned from an industrial age to a knowledge age, talent has become a primary competitive advantage for most organizations. Contingent labor offers talent on flexible terms; it offers the ability to scale up operations, close skill gaps, and manage risk in the process of delivering services. Talent comes from many sources and the rise in the contingent worker (contractor, consultant, temporary, part time) has increased significantly in the past decade and is expected to reach 40 percent in the next decade. Managing the total pool of talent in a seamless integrated fashion not only saves organizations money and increases efficiency, but creates a better place for workers of all kinds to work. Although the term "contingent labor" is frequently used to describe both contractors and employees who have flexible schedules and relationships with an organization, the remainder of this discussion focuses on contractors. The term "contingent labor" is used interchangeably with "contractor." Recognizing the importance of contingent labor, our PeopleSoft customers often ask our team, "What Oracle vendor management system (VMS) applications should I evaluate for managing contractors?" In response, I thought it would be useful to describe and compare the three most common Oracle-based options available to our customers. They are:   The enterprise licensed software model in which you implement and utilize the PeopleSoft Services Procurement (sPro) application and potentially other PeopleSoft applications;  The software-as-a-service model in which you gain access to a derivative of PeopleSoft sPro from an Oracle Business Process Outsourcing Partner; and  The managed service provider (MSP) model in which staffing industry professionals utilize either your enterprise licensed software or the software-as-a-service application to administer your contingent labor program. At this point, you may be asking yourself, "Why three options?" The answer is that since there is no "one size fits all" in terms of talent, there is also no "one size fits all" for effectively sourcing and managing contingent workers. Various factors influence how an organization thinks about and relates to its contractors, and each of the three Oracle-based options addresses an organization's needs and preferences differently. For the purposes of this discussion, I will describe the options with respect to (A) pricing and software provisioning models; (B) control and flexibility; (C) level of engagement with contractors; and (D) approach to sourcing, employment law, and financial settlement. Option 1:  Enterprise Licensed Software In this model, you purchase from Oracle the license and support for the applications you need. Typically, you license PeopleSoft sPro as your VMS tool for sourcing, monitoring, and paying your contract labor. In conjunction with sPro, you can also utilize PeopleSoft Human Capital Management (HCM) applications (if you do not already) to configure more advanced business processes for recruiting, training, and tracking your contractors. Many customers choose this enterprise license software model because of the functionality and natural integration of the PeopleSoft applications and because the cost for the PeopleSoft software is explicit. There is no fee per transaction to source each contractor under this model. Our customers that employ contractors to augment their permanent staff on billable client engagements often find this model appealing because there are no fees to affect their profit margins. With this model, you decide whether to have your own IT organization run the software or have the software hosted and managed by either Oracle or another application services provider. Your organization, perhaps with the assistance of consultants, configures, deploys, and operates the software for managing your contingent workforce. This model offers you the highest level of control and flexibility since your organization can configure the contractor process flow exactly to your business and security requirements and can extend the functionality with PeopleTools. This option has proven very valuable and applicable to our customers engaged in government contracting because their contingent labor management practices are subject to complex standards and regulations. Customers find a great deal of value in the application functionality and configurability the enterprise licensed software offers for managing contingent labor. Some examples of that functionality are... The ability to create a tiered network of preferred suppliers including competencies, pricing agreements, and elaborate candidate management capabilities. Configurable alerts and online collaboration for bid, resource requisition, timesheet, and deliverable entry, routing, and approval for both resource and deliverable-based services. The ability to manage contractors with the same PeopleSoft HCM and Projects applications that are used to manage the permanent workforce. Because it allows you to utilize much of the same PeopleSoft HCM and Projects application functionality for contractors that you use for permanent employees, the enterprise licensed software model supports the deepest level of engagement with the contingent workforce. For example, you can: fill job openings with contingent labor; guide contingent workers through essential safety and compliance training with PeopleSoft Enterprise Learning Management; and source contingent workers directly to project-based assignments in PeopleSoft Resource Management and PeopleSoft Program Management. This option enables contingent workers to collaborate closely with your permanent staff on complex, knowledge-based efforts - R&D projects, billable client contracts, architecture and engineering projects spanning multiple years, and so on. With the enterprise licensed software model, your organization maintains responsibility for the sourcing, onboarding (including adherence to employment laws), and financial settlement processes. This means your organization maintains on staff or hires the expertise in these domains to utilize the software and interact with suppliers and contractors. Option 2:  Software as a Service (SaaS) The effort involved in setting up and operating VMS software to handle a contingent workforce leads many organizations to seek a system that can be activated and configured within a few days and for which they can pay based on usage. Oracle's Business Process Outsourcing partner, Provade, Inc., provides exactly this option to our customers. Provade offers its vendor management software as a service over the Internet and usually charges your organization a fee that is a percentage of your total contingent labor spending processed through the Provade software. (Percentage of spend is the predominant fee model, although not the only one.) In addition to lower implementation costs, the effort of configuring and maintaining the software is largely upon Provade, not your organization. This can be very appealing to IT organizations that are thinly stretched supporting other important information technology initiatives. Built upon PeopleSoft sPro, the Provade solution is tailored for simple and quick deployment and administration. Provade has added capabilities to clone users rapidly and has simplified business documents, like work orders and change orders, to facilitate enterprise-wide, self-service adoption with little to no training. Provade also leverages Oracle Business Intelligence Enterprise Edition (OBIEE) to provide integrated spend analytics and dashboards. Although pure customization is more limited than with the enterprise licensed software model, Provade offers a very effective option for organizations that are regularly on-boarding and off-boarding high volumes of contingent staff hired to perform discrete support tasks (for example, order fulfillment during the holiday season, hourly clerical work, desktop technology repairs, and so on) or project tasks. The software is very configurable and at the same time very intuitive to even the most computer-phobic users. The level of contingent worker engagement your organization can achieve with the Provade option is generally the same as with the enterprise licensed software model since Provade can automatically establish contingent labor resources in your PeopleSoft applications. Provade has pre-built integrations to Oracle's PeopleSoft and the Oracle E-Business Suite procurement, projects, payables, and HCM applications, so that you can evaluate, train, assign, and track contingent workers like your permanent employees. Similar to the enterprise licensed software model, your organization is responsible for the contingent worker sourcing, administration, and financial settlement processes. This means your organization needs to maintain the staff expertise in these domains. Option 3:  Managed Services Provider (MSP) Whether you are using the enterprise licensed model or the SaaS model, you may want to engage the services of sourcing, employment, payroll, and financial settlement professionals to administer your contingent workforce program. Firms that offer this expertise are often referred to as "MSPs," and they are typically staffing companies that also offer permanent and temporary hiring services. (In fact, many of the major MSPs are Oracle applications customers themselves, and they utilize the PeopleSoft Solution for the Staffing Industry to run their own business operations.) Usually, MSPs place their staff on-site at your facilities, and they can utilize either your enterprise licensed PeopleSoft sPro application or the Provade VMS SaaS software to administer the network of suppliers providing contingent workers. When you utilize an MSP, there is a separate fee for the MSP's service that is typically funded by the participating suppliers of the contingent labor. Also in this model, the suppliers of the contingent labor (not the MSP) usually pay the contingent labor force. With an MSP, you are intentionally turning over business process control for the advantages associated with having someone else manage the processes. The software option you choose will to a certain extent affect your process flexibility; however, the MSPs are often able to adapt their processes to the unique demands of your business. When you engage an MSP, you will want to give some thought to the level of engagement and "partnering" you need with your contingent workforce. Because the MSP acts as an intermediary, it can be very valuable in handling high volume, routine contracting for which there is a relatively low need for "partnering" with the contingent workforce. However, if your organization (or part of your organization) engages contingent workers for high-profile client projects that require diplomacy, intensive amounts of interaction, and personal trust, introducing an MSP into the process may prove less effective than handling the process with your own staff. In fact, in many organizations, it is common to enlist an MSP to handle contractors working on internal projects and to have permanent employees handle the contractor relationships that affect the portion of the services portfolio focused on customer-facing, billable projects. One of the key advantages of enlisting an MSP is that you do not have to maintain the expertise required for orchestrating the sourcing, hiring, and paying of contingent workers.  These are the domain of the MSPs. If your own staff members are not prepared to manage the essential "overhead" processes associated with contingent labor, working with an MSP can make solid business sense. Proper administration of a contingent workforce can make the difference between project success and failure, operating profit and loss, and legal compliance and fines. Concluding Thoughts There is little doubt that thoughtfully and purposefully constructing a service delivery strategy that leverages the strengths of contingent workers can lead to better projects, deliverables, and business results. What requires a bit more thinking is determining the platform (or platforms) that will enable each part of your organization to best deliver on its mission.
