• EU Digital Agenda scores 85/100

  If the Digital Agenda was a bottle of wine and I were wine critic Robert Parker, I would say the Digital Agenda has "a great bouquet, many good elements, with astringent, dry and puckering mouth feel that will not please everyone, but still displaying some finesse. A somewhat controlled effort with no surprises and a few noticeable flaws in the delivery. Noticeably shorter aftertaste than advertised by the producers. Score: 85/100. Enjoy now". The EU Digital Agenda states that "standards are vital for interoperability" and has a whole chapter on interoperability and standards. With this strong emphasis, there is hope the EU's outdated standardization system finally is headed for reform. It has been 23 years since the legal framework of standardisation was completed by Council Decision 87/95/EEC8 in the Information and Communications Technology (ICT) sector. Standardization is market driven. For several decades the IT industry has been developing standards and specifications in global open standards development organisations (fora/consortia), many of which have transparency procedures and practices far superior to the European Standards Organizations. The Digital Agenda rightly states: "reflecting the rise and growing importance of ICT standards developed by certain global fora and consortia". Some fora/consortia, of course, are distorted, influenced by single vendors, have poor track record, and need constant vigilance, but they are the minority. Therefore, the recognition needs to be accompanied by eligibility criteria focused on openness. Will the EU reform its ICT standardization by the end of 2010? Possibly, and only if DG Enterprise takes on board that Information and Communications Technologies (ICTs) have driven half of the productivity growth in Europe over the past 15 years, a prominent fact in the EU's excellent Digital Competitiveness report 2010 published on Monday 17 May. It is ok to single out the ICT sector. It simply is the most important sector right now as it fuels growth in all other sectors. Let's not wait for the entire standardization package which may take another few years. Europe does not have time. The Digital Agenda is an umbrella strategy with deliveries from a host of actors across the Commission. For instance, the EU promises to issue "guidance on transparent ex-ante disclosure rules for essential intellectual property rights and licensing terms and conditions in the context of standard setting", by 2011 in the Horisontal Guidelines now out for public consultation by DG COMP and to some extent by DG ENTR's standardization policy reform. This is important. The EU will issue procurement guidance as interoperability frameworks are put into practice. This is a joint responsibility of several DGs, and is likely to suffer coordination problems, controversy and delays. We have seen plenty of the latter already and I have commented on the Commission's own interoperability elsewhere, with mixed luck. :( Yesterday, I watched the cartoonesque Korean western film The Good, the Bad and the Weird. In the movie (and I meant in the movie only), a bandit, a thief, and a bounty hunter, all excellent at whatever they do, fight for a treasure map. Whether that is a good analogy for the situation within the Commission, others are better judges of than I. However, as a movie fanatic, I still await the final shoot-out, and, as in the film, the only certainty is that "life is about chasing and being chased". The missed opportunity (in this case not following up the push from Member States to better define open standards based interoperability) is a casualty of the chaos ensued in the European Wild West (and I mean that in the most endearing sense, and my excuses beforehand to actors who possibly justifiably cannot bear being compared to fictional movie characters). Instead of exposing the ongoing fight, the EU opted for the legalistic use of the term "standards" throughout the document. This is a term that--to the EU-- excludes most standards used by the IT industry world wide. So, while it, for a moment, meant "weapon down", it will not lead to lasting peace. The Digital Agenda calls for the Member States to "Implement commitments on interoperability and standards in the Malmö and Granada Declarations by 2013". This is a far cry from the actual Ministerial Declarations which called upon the Commission to help them with this implementation by recognizing and further defining open standards based interoperability. Unless there is more forthcoming from the Commission, the market's judgement will be: you simply fall short. Generally, I think the EU focus now should be "from policy to practice" and the Digital Agenda does indeed stop short of tackling some highly practical issues. There is need for progress beyond the Digital Agenda. Here are some suggestions that would help Europe re-take global leadership on openness, public sector reform, and economic growth: A strong European software strategy centred around open standards based interoperability by 2011. An ambitious new eCommission strategy for 2011-15 focused on migration to open standards by 2015. Aligning the IT portfolio across the Commission into one Digital Agenda DG by 2012. Focusing all best practice exchange in eGovernment on one social networking site, epractice.eu (full disclosure: I had a role in getting that site up and running) Prioritizing public sector needs in global standardization over European standardization by 2014.

  I created a java program to count up toward infinity: class up { public static void up (int n) { System.out.println (n) ; up (n+1) ; } public static void main (String[] arg) { up (1) ; } } i didn't actually expect it to get there but the thing that i noticed that was a bit curious was that it stopped at the same number each time: 518669 what is the significance of this number? (or of this number +1 i suppose). (also as a bit of an aside question, I've been told that the way i format my code is bad [indentation and such] what am i doing that isn't desirable?)

• Use native HBitmap in C# while preserving alpha channel/transparency. Please check this code, it works on my computer...

  Let's say I get a HBITMAP object/handle from a native Windows function. I can convert it to a managed bitmap using Bitmap.FromHbitmap(nativeHBitmap), but if the native image has transparency information (alpha channel), it is lost by this conversion. There are a few questions on Stack Overflow regarding this issue. Using information from the first answer of this question (How to draw ARGB bitmap using GDI+?), I wrote a piece of code that I've tried and it works. It basically gets the native HBitmap width, height and the pointer to the location of the pixel data using GetObject and the BITMAP structure, and then calls the managed Bitmap constructor: Bitmap managedBitmap = new Bitmap(bitmapStruct.bmWidth, bitmapStruct.bmHeight, bitmapStruct.bmWidth * 4, PixelFormat.Format32bppArgb, bitmapStruct.bmBits); As I understand (please correct me if I'm wrong), this does not copy the actual pixel data from the native HBitmap to the managed bitmap, it simply points the managed bitmap to the pixel data from the native HBitmap. And I don't draw the bitmap here on another Graphics (DC) or on another bitmap, to avoid unnecessary memory copying, especially for large bitmaps. I can simply assign this bitmap to a PictureBox control or the the Form BackgroundImage property. And it works, the bitmap is displayed correctly, using transparency. When I no longer use the bitmap, I make sure the BackgroundImage property is no longer pointing to the bitmap, and I dispose both the managed bitmap and the native HBitmap. The Question: Can you tell me if this reasoning and code seems correct. I hope I will not get some unexpected behaviors or errors. • The best way to organize WPF projects

  Hello everybody, I've started recently to develop a new software in WPF, and I still don't know which is the best way to organize the application, to be more productive with Visual Studio and Expression Blend. I noticed 2 annoying things I'd like to solve: I'm using Code Contracts in my projects, and when I run my project with Expression Blend, it launches the static analysis of the code. How can I stop that? Which configuration of the project does Blend use by default? I've tried to disable Code Contracts in a new configuration. It works in VS as the static analysis is not launched, but it has no effects in Blend. I've thinked about splitting the Windows Application in 2 parts: the first one containing the views of the WPF (app.exe) and the second one being the core of the project, with the logic code (app.core.dll), and I would just open the former project in Blend. • Challenge: Neater way of currying or partially applying C#4's string.Join

  Background I recently read that .NET 4's System.String class has a new overload of the Join method. This new overload takes a separator, and an IEnumerable<T> which allows arbitrary collections to be joined into a single string without the need to convert to an intermediate string array. Cool! That means I can now do this: var evenNums = Enumerable.Range(1, 100) .Where(i => i%2 == 0); var list = string.Join(",",evenNums); ...instead of this: var evenNums = Enumerable.Range(1, 100) .Where(i => i%2 == 0) .Select(i => i.ToString()) .ToArray(); var list = string.Join(",", evenNums); ...thus saving on a conversion of every item to a string, and then the allocation of an array. The Problem However, being a fan of the functional style of programming in general, and method chaining in C# in particular, I would prefer to be able to write something like this: var list = Enumerable.Range(1, 100) .Where(i => i%2 == 0) .string.Join(","); This is not legal C# though. The closest I've managed to get is this: var list = Enumerable.Range(1, 100) .Where(i => i%2 == 0) .ApplyTo( Functional.Curry<string, IEnumerable<object>, string> (string.Join)(",") ); ...using the following extension methods: public static class Functional { public static TRslt ApplyTo<TArg, TRslt>(this TArg arg, Func<TArg, TRslt> func) { return func(arg); } public static Func<T1, Func<T2, TResult>> Curry<T1, T2, TResult>(this Func<T1, T2, TResult> func) { Func<Func<T1, T2, TResult>, Func<T1, Func<T2, TResult>>> curried = f => x => y => f(x, y); return curried(func); } } This is quite verbose, requires explicit definition of the parameters and return type of the string.Join overload I want to use, and relies upon C#4's variance features because we are defining one of the arguments as IEnumerable rather than IEnumerable. • ProgressBar not updating on change to Maximum through binding

The style came from http://mattserbinski.com/blog/look-and-feel-progressbar and the DebuggingConverter is a no-op converter that prints the value, type and parameter to the Console. I have verified that the converter for the Maximum is being called when my NumTubes property is changed. Basically, the ProgressBar won't redraw until the Value changes. So, if I have 2 tubes and 1 is failed, even if I add 20 more tubes, the bar is still half filled until the NumFailed changes, then the proportion is updated. I've tried adding spurious notifications of the NumFailed property, but that apparently doesn't work since the value didn't change. Ideas?

• How to represent different entities that have identical behavior?

  I have several different entities in my domain model (animal species, let's say), which have a few properties each. The entities are readonly (they do not change state during the application lifetime) and they have identical behavior (the differ only by the values of properties). How to implement such entities in code? Unsuccessful attempts: Enums I tried an enum like this: enum Animals { Frog, Duck, Otter, Fish } And other pieces of code would switch on the enum. However, this leads to ugly switching code, scattering the logic around and problems with comboboxes. There's no pretty way to list all possible Animals. Serialization works great though. Subclasses I also thought about where each animal type is a subclass of a common base abstract class. The implementation of Swim() is the same for all Animals, though, so it makes little sense and serializability is a big issue now. Static fields This blog post gave me and idea for a solution where each option is a statically defined field inside the type, like this: public class Animal { public static readonly Animal Otter = new Animal { Name="Otter", Weight = 10, Habitat = "North America"} // the rest of the animals... public string Name { get; set; } // user-readable public double Weight { get; set; } public Habitat Habitat { get; set; } public void Swim(); } That would be great: you can use it like enums (AnimalType = Animal.Otter), you can easily add a static list of all defined animals, you have a sensible place where to implement Swim(). Immutability can be achieved by making property setters protected. There is a major problem, though: it breaks serializability. A serialized Animal would have to save all its properties and upon deserialization it would create a new instance of Animal, which is something I'd like to avoid. Is there an easy way to make the third attempt work? Any more suggestions for implementing such a model?

• Correct way to get absolute url in django

  A problem that I stumbled upon recently, and, even though I solved it, I would like to hear your opinion of what correct/simple/adopted solution would be. I'm developing website using Django + python. When I run it on local machine with "python manage.py runserver", local address is http://127.0.0.1:8000/ by default. However, on production server my app has other url, with path - like "http://server.name/myproj/" I need to generate and use permanent urls. If I'm using {% url view params %}, I'm getting paths that are relative to / , since my urls.py contains this urlpatterns = patterns('', (r'^(\d+)?$', 'myproj.myapp.views.index'), (r'^img/(.*)$', 'django.views.static.serve', {'document_root': settings.MEDIA_ROOT + '/img' }), (r'^css/(.*)$', 'django.views.static.serve', {'document_root': settings.MEDIA_ROOT + '/css' }), ) So far, I see 2 solutions: modify urls.py, include '/myproj/' in case of production run use request.build_absolute_uri() for creating link in views.py or pass some variable with 'hostname:port/path' in templates Are there prettier ways to deal with this problem? • When is a PHP project too small for a framework?

  I'm about to start on a small, static website project: no database or CMS required. Basically, a brochure website. I used the CodeIgniter framework recently to develop a full-blown web application, and I'm wondering if it appropriate to also use CI for smaller, simpler sites. Typically for a static brochure site I would write regular PHP pages with a few includes thrown in to save on repetition (i.e. HTML with a sprinking of PHP), but this time around I'm wondering if my new friend CodeIgniter might be able to streamline the development process. Is it sensible to consider a framework for such a simple project, or is it overkill? I'm worried that I might be the proverbial carpenter whose only tool is a hammer, and sees every problem as a nail!

  Whenever I attempt to make a record for *.schneiderdonnelly.com.au and CNAME it, I get two errors: You can't mix CNAME/MX records together using the same hostname. Domain root's cannot be CNAME's, however you can web-forward this record to www.schneiderdonnelly.com.au instead for the same effect. I've read it's possible so why can't I make it work?
