Which programming language and tools can i use, to develope a complete stand-alone gui-application? This application will be burned on a cd and should run on every windows-pc without any installations.

I have a little problem picking the right language to write my daemon,
I am confused between C and C++, I want to use C++ because it is more expanded than C,
but I want to use C because it is the starting point of everything in linux,
I want to go for C++ as I have many resources about it, so, does it make any difference if I pick C++ instead of C?
and what I will have good if I learn C more?
I feel like if I go into C++ I will cover C within C++...

I also want the books to be no older than 1 year old. And by textbook i mean i want the author(s) to go into the syntax,semantix,structure of the programming language as well as provide questions/mini projects to test what you learned after every section/chapter.

I am learning how to create a daemon, and I want to create a log file so that I write a debug message in my daemon. My question is where should I put the log file in my system. Should I put it in the var folder?

I've been working far too long with php and getting bored with it. I also want to learn a new language. I've been using Ruby and like it. I've to decide between Rails and Sinatra, which one would you recommend? Is it true that Sinatra can't be used to build complex apps, and its only for simple apps?

I am a c# developer which finds himself having to relearn c++. The last time I programmed in c++ was in school and am looking for good books as a refresher. I want something that assumes previous programming exposure and gets straight to the point. Is there a book similar to K&R for c++? I know the language is bloated so a book that covers a subset of c++ would be ideal.

I have a problem with "pairing" arrays into one (by index). Here is an example:
INPUT:
inputArray = [ [0, 1, 2, 3, 4], [2, 3, 5, 7, 8], [9, 6, 1] ]
OUTPUT:

[2,5,1],
[3,7,chooseRandom()],

Questions:
1) How to avoid out of range problem
2) How to write chooseRandom() to choose N neighbour

I came upon a comment on another forum today and one user responding to another suggested that a CS degree is really only good for one through two years at the most, and after that its as if you never had it. Is this really true? is this what employers think?
When I did CS I never learned anything new, we learned fundamentals like data structures, algorithms, time complexity, OS fundamentals, language characteristics. Most of this stuff has been around for the past 20 years or so.
