  • Finding the Right Solution to Source and Manage Your Contractors

    Many of our PeopleSoft Enterprise applications customers operate in service-based industries, and all of our customers have at least some internal service units, such as IT, marketing, and facilities. Employing the services of contractors, often referred to as "contingent labor," to deliver either or both internal and external services is common practice. As we've transitioned from an industrial age to a knowledge age, talent has become a primary competitive advantage for most organizations. Contingent labor offers talent on flexible terms; it offers the ability to scale up operations, close skill gaps, and manage risk in the process of delivering services. Talent comes from many sources and the rise in the contingent worker (contractor, consultant, temporary, part time) has increased significantly in the past decade and is expected to reach 40 percent in the next decade. Managing the total pool of talent in a seamless integrated fashion not only saves organizations money and increases efficiency, but creates a better place for workers of all kinds to work. Although the term "contingent labor" is frequently used to describe both contractors and employees who have flexible schedules and relationships with an organization, the remainder of this discussion focuses on contractors. The term "contingent labor" is used interchangeably with "contractor." Recognizing the importance of contingent labor, our PeopleSoft customers often ask our team, "What Oracle vendor management system (VMS) applications should I evaluate for managing contractors?" In response, I thought it would be useful to describe and compare the three most common Oracle-based options available to our customers. They are:   The enterprise licensed software model in which you implement and utilize the PeopleSoft Services Procurement (sPro) application and potentially other PeopleSoft applications;  The software-as-a-service model in which you gain access to a derivative of PeopleSoft sPro from an Oracle Business Process Outsourcing Partner; and  The managed service provider (MSP) model in which staffing industry professionals utilize either your enterprise licensed software or the software-as-a-service application to administer your contingent labor program. At this point, you may be asking yourself, "Why three options?" The answer is that since there is no "one size fits all" in terms of talent, there is also no "one size fits all" for effectively sourcing and managing contingent workers. Various factors influence how an organization thinks about and relates to its contractors, and each of the three Oracle-based options addresses an organization's needs and preferences differently. For the purposes of this discussion, I will describe the options with respect to (A) pricing and software provisioning models; (B) control and flexibility; (C) level of engagement with contractors; and (D) approach to sourcing, employment law, and financial settlement. Option 1:  Enterprise Licensed Software In this model, you purchase from Oracle the license and support for the applications you need. Typically, you license PeopleSoft sPro as your VMS tool for sourcing, monitoring, and paying your contract labor. In conjunction with sPro, you can also utilize PeopleSoft Human Capital Management (HCM) applications (if you do not already) to configure more advanced business processes for recruiting, training, and tracking your contractors. Many customers choose this enterprise license software model because of the functionality and natural integration of the PeopleSoft applications and because the cost for the PeopleSoft software is explicit. There is no fee per transaction to source each contractor under this model. Our customers that employ contractors to augment their permanent staff on billable client engagements often find this model appealing because there are no fees to affect their profit margins. With this model, you decide whether to have your own IT organization run the software or have the software hosted and managed by either Oracle or another application services provider. Your organization, perhaps with the assistance of consultants, configures, deploys, and operates the software for managing your contingent workforce. This model offers you the highest level of control and flexibility since your organization can configure the contractor process flow exactly to your business and security requirements and can extend the functionality with PeopleTools. This option has proven very valuable and applicable to our customers engaged in government contracting because their contingent labor management practices are subject to complex standards and regulations. Customers find a great deal of value in the application functionality and configurability the enterprise licensed software offers for managing contingent labor. Some examples of that functionality are... The ability to create a tiered network of preferred suppliers including competencies, pricing agreements, and elaborate candidate management capabilities. Configurable alerts and online collaboration for bid, resource requisition, timesheet, and deliverable entry, routing, and approval for both resource and deliverable-based services. The ability to manage contractors with the same PeopleSoft HCM and Projects applications that are used to manage the permanent workforce. Because it allows you to utilize much of the same PeopleSoft HCM and Projects application functionality for contractors that you use for permanent employees, the enterprise licensed software model supports the deepest level of engagement with the contingent workforce. For example, you can: fill job openings with contingent labor; guide contingent workers through essential safety and compliance training with PeopleSoft Enterprise Learning Management; and source contingent workers directly to project-based assignments in PeopleSoft Resource Management and PeopleSoft Program Management. This option enables contingent workers to collaborate closely with your permanent staff on complex, knowledge-based efforts - R&D projects, billable client contracts, architecture and engineering projects spanning multiple years, and so on. With the enterprise licensed software model, your organization maintains responsibility for the sourcing, onboarding (including adherence to employment laws), and financial settlement processes. This means your organization maintains on staff or hires the expertise in these domains to utilize the software and interact with suppliers and contractors. Option 2:  Software as a Service (SaaS) The effort involved in setting up and operating VMS software to handle a contingent workforce leads many organizations to seek a system that can be activated and configured within a few days and for which they can pay based on usage. Oracle's Business Process Outsourcing partner, Provade, Inc., provides exactly this option to our customers. Provade offers its vendor management software as a service over the Internet and usually charges your organization a fee that is a percentage of your total contingent labor spending processed through the Provade software. (Percentage of spend is the predominant fee model, although not the only one.) In addition to lower implementation costs, the effort of configuring and maintaining the software is largely upon Provade, not your organization. This can be very appealing to IT organizations that are thinly stretched supporting other important information technology initiatives. Built upon PeopleSoft sPro, the Provade solution is tailored for simple and quick deployment and administration. Provade has added capabilities to clone users rapidly and has simplified business documents, like work orders and change orders, to facilitate enterprise-wide, self-service adoption with little to no training. Provade also leverages Oracle Business Intelligence Enterprise Edition (OBIEE) to provide integrated spend analytics and dashboards. Although pure customization is more limited than with the enterprise licensed software model, Provade offers a very effective option for organizations that are regularly on-boarding and off-boarding high volumes of contingent staff hired to perform discrete support tasks (for example, order fulfillment during the holiday season, hourly clerical work, desktop technology repairs, and so on) or project tasks. The software is very configurable and at the same time very intuitive to even the most computer-phobic users. The level of contingent worker engagement your organization can achieve with the Provade option is generally the same as with the enterprise licensed software model since Provade can automatically establish contingent labor resources in your PeopleSoft applications. Provade has pre-built integrations to Oracle's PeopleSoft and the Oracle E-Business Suite procurement, projects, payables, and HCM applications, so that you can evaluate, train, assign, and track contingent workers like your permanent employees. Similar to the enterprise licensed software model, your organization is responsible for the contingent worker sourcing, administration, and financial settlement processes. This means your organization needs to maintain the staff expertise in these domains. Option 3:  Managed Services Provider (MSP) Whether you are using the enterprise licensed model or the SaaS model, you may want to engage the services of sourcing, employment, payroll, and financial settlement professionals to administer your contingent workforce program. Firms that offer this expertise are often referred to as "MSPs," and they are typically staffing companies that also offer permanent and temporary hiring services. (In fact, many of the major MSPs are Oracle applications customers themselves, and they utilize the PeopleSoft Solution for the Staffing Industry to run their own business operations.) Usually, MSPs place their staff on-site at your facilities, and they can utilize either your enterprise licensed PeopleSoft sPro application or the Provade VMS SaaS software to administer the network of suppliers providing contingent workers. When you utilize an MSP, there is a separate fee for the MSP's service that is typically funded by the participating suppliers of the contingent labor. Also in this model, the suppliers of the contingent labor (not the MSP) usually pay the contingent labor force. With an MSP, you are intentionally turning over business process control for the advantages associated with having someone else manage the processes. The software option you choose will to a certain extent affect your process flexibility; however, the MSPs are often able to adapt their processes to the unique demands of your business. When you engage an MSP, you will want to give some thought to the level of engagement and "partnering" you need with your contingent workforce. Because the MSP acts as an intermediary, it can be very valuable in handling high volume, routine contracting for which there is a relatively low need for "partnering" with the contingent workforce. However, if your organization (or part of your organization) engages contingent workers for high-profile client projects that require diplomacy, intensive amounts of interaction, and personal trust, introducing an MSP into the process may prove less effective than handling the process with your own staff. In fact, in many organizations, it is common to enlist an MSP to handle contractors working on internal projects and to have permanent employees handle the contractor relationships that affect the portion of the services portfolio focused on customer-facing, billable projects. One of the key advantages of enlisting an MSP is that you do not have to maintain the expertise required for orchestrating the sourcing, hiring, and paying of contingent workers.  These are the domain of the MSPs. If your own staff members are not prepared to manage the essential "overhead" processes associated with contingent labor, working with an MSP can make solid business sense. Proper administration of a contingent workforce can make the difference between project success and failure, operating profit and loss, and legal compliance and fines. Concluding Thoughts There is little doubt that thoughtfully and purposefully constructing a service delivery strategy that leverages the strengths of contingent workers can lead to better projects, deliverables, and business results. What requires a bit more thinking is determining the platform (or platforms) that will enable each part of your organization to best deliver on its mission.

  • Manage and Monitor Identity Ranges in SQL Server Transactional Replication

    Problem When using transactional replication to replicate data in a one way topology from a publisher to a read-only subscriber(s) there is no need to manage identity ranges. However, when using  transactional replication to replicate data in a two way replication topology - between two or more servers there is a need to manage identity ranges in order to prevent a situation where an INSERT commands fails on a PRIMARY KEY violation error  due to the replicated row being inserted having a value for the identity column which already exists at the destination database. Solution There are two ways to address this situation: Assign a range of identity values per each server. Work with parallel identity values. The first method requires some maintenance while the second method does not and so the scripts provided with this article are very useful for anyone using the first method. I will explore this in more detail later in the article. In the first solution set server1 to work in the range of 1 to 1,000,000,000 and server2 to work in the range of 1,000,000,001 to 2,000,000,000.  The ranges are set and defined using the DBCC CHECKIDENT command and when the ranges in this example are well maintained you meet the goal of preventing the INSERT commands to fall due to a PRIMARY KEY violation. The first insert at server1 will get the identity value of 1, the second insert will get the value of 2 and so on while on server2 the first insert will get the identity value of 1000000001, the second insert 1000000002 and so on thus avoiding a conflict. Be aware that when a row is inserted the identity value (seed) is generated as part of the insert command at each server and the inserted row is replicated. The replicated row includes the identity column’s value so the data remains consistent across all servers but you will be able to tell on what server the original insert took place due the range that  the identity value belongs to. In the second solution you do not manage ranges but enforce a situation in which identity values can never get overlapped by setting the first identity value (seed) and the increment property one time only during the CREATE TABLE command of each table. So a table on server1 looks like this: CREATE TABLE T1 (  c1 int NOT NULL IDENTITY(1, 5) PRIMARY KEY CLUSTERED ,c2 int NOT NULL ); And a table on server2 looks like this: CREATE TABLE T1(  c1 int NOT NULL IDENTITY(2, 5) PRIMARY KEY CLUSTERED ,c2 int NOT NULL ); When these two tables are inserted the results of the identity values look like this: Server1:  1, 6, 11, 16, 21, 26… Server2:  2, 7, 12, 17, 22, 27… This assures no identity values conflicts while leaving a room for 3 additional servers to participate in this same environment. You can go up to 9 servers using this method by setting an increment value of 9 instead of 5 as I used in this example. Continues…

I mostly found existing changelog on website (the term changelog is pretty used) or explanation on how to manage the release numbers, which I don't care. But I am unable to put in the production env (apahce). My project name is apstat and the app name is basic.   • Django + Virtualenv: manage.py commands fail with ImportError of project name.

    This is blowing my mind because it's probably an easy solution, but I can't figure out what could be causing this. So I have a new dev box and am setting everything up. I installed virtualenv, created a new environment for my project under ~/.virtualenvs/projectname Then, I cloned my project from github into my projects directory. Nothing fancy here. There are no .pyc files sitting around so it's a clean slate of code. Then, I activated my virtualenv and installed Django via pip. All looks good so far. Then, I run python manage.py syncdb within my project dir. This is where I get confused: ImportError: No module named projectname So I figured I may have had some references of projectname within my code. So I grep (ack, actually) through my code base and I find nothing of the sorts.   • Developing custom MBeans to manage J2EE Applications (Part III)

    This is the third and final part in a series of blogs, that demonstrate how to add management capability to your own application using JMX MBeans. In Part I we saw: How to implement a custom MBean to manage configuration associated with an application. How to package the resulting code and configuration as part of the application's ear file. How to register MBeans upon application startup, and unregistered them upon application stop (or undeployment). How to use generic JMX clients such as JConsole to browse and edit our application's MBean. In Part II we saw: How to add localized descriptions to our MBean, MBean attributes, MBean operations and MBean operation parameters. How to specify meaningful name to our MBean operation parameters. We also touched on future enhancements that will simplify how we can implement localized MBeans. In this third and last part, we will re-write our MBean to simplify how we added localized descriptions. To do so we will take advantage of the functionality we already described in part II and that is now part of WebLogic 10.3.3.0. We will show how to take advantage of WebLogic's localization support to localize our MBeans based on the client's Locale independently of the server's Locale. Each client will see MBean descriptions localized based on his/her own Locale. We will show how to achieve this using JConsole, and also using a sample programmatic JMX Java client. The complete code sample and associated build files for part III are available as a zip file. The code has been tested against WebLogic Server 10.3.3.0 and JDK6. To build and deploy our sample application, please follow the instruction provided in Part I, as they also apply to part III's code and associated zip file. Providing custom descriptions take II In part II we localized our MBean descriptions by extending the StandardMBean class and overriding its many getDescription methods. WebLogic 10.3.3.0 similarly to JDK 7 can automatically localize MBean descriptions as long as those are specified according to the following conventions: Descriptions resource bundle keys are named according to: MBean description: <MBeanInterfaceClass>.mbean MBean attribute description: <MBeanInterfaceClass>.attribute.<AttributeName> MBean operation description: <MBeanInterfaceClass>.operation.<OperationName> MBean operation parameter description: <MBeanInterfaceClass>.operation.<OperationName>.<ParameterName> MBean constructor description: <MBeanInterfaceClass>.constructor.<ConstructorName> MBean constructor parameter description: <MBeanInterfaceClass>.constructor.<ConstructorName>.<ParameterName> We also purposely named our resource bundle class MBeanDescriptions and included it as part of the same package as our MBean.   • Why isn't pyinstaller making me an .exe file?

    I am attempting to follow this guide to make a simple Hello World script into an .exe file. I have Windows Vista with an AMD 64-bit processor I have installed Python 2.6.5 (Windows AMD64 version) I have set the PATH (if that's the right word) so that the command line recognizes Python I have installed UPX (there only seems to be a 32-bit version for Windows) and pasted a copy of upx.exe into the Python26 folder as instructed. I have installed Pywin (Windows AMD 64 Python 2.6 version) I have run Pyinstaller's Configure.py. It gives some error messages but seems to complete.   • How to Manage AutoArchive in Outlook 2010

    If you want to keep Outlook 2010 clean and run faster, one method is to set up the AutoArchive feature. Today we show you how to configure and manage the feature in Outlook 2010. Using AutoArchive allows you to manage space in your mailbox or on the email server by moving older items to another location on your hard drive. Enable and Configure Auto Archive In Outlook 2010 Auto Archive is not enabled by default. To turn it on, click on the File tab to access Backstage View, then click on Options. The Outlook Options window opens then click on Advanced then the AutoArchive Settings button. The AutoArchive window opens and you’ll notice everything is grayed out. Check the box next to Run AutoArchive every… Note: If you select the Permanently delete old items option, mails will not be archived. Now you can choose the settings for how you want to manage the AutoArchive feature. Select how often you want it to run, prompt before the feature runs, where to move items, and other actions you want to happen during the process. After you’ve made your selections click OK. Manually Configure Individual Folders For more control over individual folders that are archived, right-click on the folder and click on Properties. Click on the AutoArchive tab and choose the settings you want to change for that folder. For instance you might not want to archive a certain folder or move archived data to a specific folder. If you want to manually archive and backup an item, click on the File tab, Cleanup Tools, then Archive. Click the radio button next to Archive this folder and all subfolders. Select the folder you want to archive. In this example we want to archive this folder to a specific location of its own. The .pst files are saved in your documents folder and if you need to access them at a later time you can. After you’ve setup AutoArchive you can find items in the archived files. In the Navigation Pane expand the Archives folder in the list. You can then view and access your messages. You can also access them by clicking the File tab \ Open then Open Outlook Data File. Then you can browse to the archived file you want to open. Archiving old emails is a good way to help keep a nice clean mailbox, help speed up your Outlook experience, and save space on the email server. The other nice thing is you can configure your email archives and specific folders to meet your email needs.     I'm working on installing django and running it on my system. I have a problem though, in this tutorial creating a project is explained by running the command django-admin.py startproject mysite My issue is that this doesn't work. I changed to the directory where django-admin.py is located and ran the command chmod +x django-admin.py with no results. I tried adding the directory with the file to my path without results. I ended up fixing my problem with this command python /location/of/django-admin.py startproject mysite which yielded the outcome I expected. My problem is: What do I need to change/configure such that command django-admin.py startproject mysite would be sufficient?   • Need help with yum,python and php in CentOS. (I made a complete mess!)

    a while back I wanted to install some plugins for Trac but it required python 2.5 I tried installing it (I don't remember how) and the only thing I managed was to have two versions of python (2.4 and 2.5). Trac still uses the old version but the console uses 2.5 (python -V = Python 2.5.2). Anyway, the problem is not python, the problem is yum (which uses python). I am trying to upgrade my PHP version from 5.1.x to 5.2.x. I typed sikuli-ide But the only response I got was [info] locale: en_US The application was not started, furthermore there is no desktop file and sikuli-ide does not show up in Dash Home. I guess there is something wrong with the package. I run Ubuntu 12.10 64bit.   • Manage Sending 2010 Documents to the Web with Office Upload Center

    One of the main new features being touted in Office 2010 is the ability to upload documents to the Web for sharing and collaboration. Today we look at using Office Upload Center to help manage your uploaded documents. Microsoft Office Upload Center  When you upload an Office 2010 document to the web, a handy tool to manage them is the Office Upload Center. It’s a way to see what is being uploaded or what might have failed to reach the servers. It lets you know if a document failed to upload for some reason. In this case it looks like the incorrect credentials were entered when signing into Windows Live. Click on the Resolve button to get a list of actions you can take to get things corrected.   You can access the Upload Center from the icon which appears on the System Tray when uploading documents. Right-click the icon to control notifications, pause uploads, and access its settings. In the Settings section you can choose how Upload Center displays notifications, select the number of days to keep files in Cache, and delete currently cached files. If you find yourself uploading several documents to the web during the day, the Office Upload Center is a nice feature for managing them.   • How to manage drawing loop when changing render targets

    I'm managing my game state by having a base GameScreen class with a Draw method. I then have (basically) a stack of GameScreens that I render. I render the bottom one first, as screens above might not completely cover the ones below. I now have a problem where one GameScreen changes render targets while doing its rendering. Anything the previous screens have drawn to the backbuffer is lost (as XNA emulates what happens on the xbox). I don't want to just set the backbuffer to preserve its contents as I want this to work on the xbox as well as PC. How should I manage this problem? A few ideas I've had: Render every GameScreen to its own render target, then render them all to the backbuffer. Create some kind of RenderAction queue where a game screen (and anything else I guess) could queue something to be rendered to the back buffer. They'd render whatever they wanted to any render target as normal, but if they wanted to render to the backbuffer they'd stick that in a queue which would get processed once all rendertarget rendering was done. Abstract away from render targets and backbuffers and have some way of representing the way graphics flows and transforms between render targets and have something manage/work out the correct rendering order (and render targets) given what rendering process needs as input and what it produces as output. I think each of my ideas have pros and cons and there are probably several other ways of approaching this general problem so I'm interested in finding out what solutions are out there.

  • How to plan/manage multi-platform (mobile) products?

    Say I've to develop an app that runs on iOS, Android and Windows 8 Mobile. Now all three platforms are technically in different program languages. The only 'reuse' that I can see is that of the boxes-and-lines drawings (UML :) charts and nothing else. So how do companies/programmers manage the variation of the same product across different platforms especially since the implementation languages differ? It's 'easier' in the desktop world IMO given the plethora of languages and cross-platform libraries to make your life easier. Not so in the mobile world. More so, product line management principles don't seem to be all that applicable - what is same and variant doesn't really matter - the application is the same (conceptually) and the implementation is variant. Some difficulties that come to mind: Bug Fixing: Applications maybe designed in a similar manner but the bug identification and fixing would be radically different. A bug on iOS may/may-not be existent for that on Android. Or a bug fix approach on one platform may not be the same on another (unless it's a semantic bug like a!=b instead of a==b which would require the same 'approach' to fixing in essence Enhancements: Making a change on one platform would be radically different than on another Code-Design Divergence: They way the code is written/organized, the class structures etc., could be very different given the different implementation environments - leading to further reuse of the (above) UML models. There are of course many others - just keeping the development in sync and making sure all applications are up to the same version with the same set of features etc. Seems the effort is 3x that of a single application. So how exactly does one manage this nightmarish situation? Some thoughts: Split application to client/server to minimize the effect to client side only (not always doable) Use frameworks like Unity-3D that could take care of the cross-platform problem (mostly applicable to games and probably not to other applications etc.) Any other ways of managing a platform line? What are some proven approaches to managing/taming the effects?
