Improvements and Bug Fixes
Added the Action Bar to the project home and documentation tabs.
CodePlex now 100% ASP.NET MVC (bye bye Web Forms).
Updated publish project banner to improve the project setup experience.
Fixed float behavior of action bar pop up dialog.

Fixed several UI issues related to the recent action bar changes
