If I change the selection in the ddl, it posts back , which is expected. If I click the button, the page posts back and the ddl's SelectedIndexChanged fires. Why does it get fired?

  I use url rewriting and one of my urls is /blah/file ILLEGAL CHARS.jpg ILLEGAL CHARS are names not valid on windows such as * and may confuse servers even after escaping such as ? and /.
