JBoss AS 5: starts but can't connect (Windows, remote)

I can't figure out why my addhandler is not firing? Failed to Install Xdebug

've registered xdebug in php.ini (as per http://xdebug.org/docs/install) but it's not showing up when i run "php -m" or when i get a test page to run "phpinfo()". I've just installed the latest version of XAMPP. I've used both "zend_extention" and "zend_extention_ts" to specify the path of the xdebug dll. I ensured that my apache server restarted and used the latest change of my php.ini by executing "httpd -k restart". Can anyone provide any suggestions in getting xdebug to show up?
