iPhone contact list emptied due to faulty sync?

When I'm in an area with unreliable AT&T cell data reception (e.g. all of Manhattan during the day), my contact list sometimes disappears, and does not reappear for an extended period of time, sometimes hours.

Does anyone know why this would happen? Would using manual-only sync remedy this?

If I'm using manual sync by turning push sync off, how do I trigger a manual sync?
