Why I can't rip a movie without artifacts using HandBrake?

I'm riping a home movie in a DVD to upload it to YouTube.
I'm using HandBrake with standard settings, but the movies are encoded with flaws. The flaws are noticeable in big way, but not in all the movie only in some parts.

What is the problem?
My computer is slow? (It is old, but no so old)
My video card is bad?
My settings are bad?

Ripping DVDs to 700 MB video files
