What is the purpose of running all the wires of a switch into another switch?

Sorry if I am completely wrong but in most photos I see of user's networks I have been seeing what appears to be a switc which then runs all the cat5/cat6 wires to another box that looks like a switch. What is the purose of doing this? Below is a photo to explain what I am trying to ask about better.
