Totally Frustrated with Gimp - can't do a simple cut, paste and move

Looking to do a simple cut image portion and move it to cover over another portion. The image has a transparent background. When I copy and paste to a new layer and view only the new layer, nothing's there. I tried copy visible, paste into, no good.

How do you do a simple copy, paste and move?
