How do I solve "An error occurred activating Gears. Please try again later." with Google Docs?

When clicking Offline on Google Docs, it gives me the option to allow Google Docs access to Gears; but when I allow access it says:

An error occurred activating Gears. Please try again later.

I've tried:

Resetting my browser cache,
deleting the application from gears,
and also reinstalling Chrome.

None of these solve the problem however. Any ideas?
