I am trying to test IPN. Working with django-paypal. What could be wrong.
The URL is working. No errors otherwise...
But when I test this, it says IPN delivery failed and error code is 403,

Hi,
is it possible to send money using paypal API to any paypal account (not just to API credentials owner). I know that it's possible to do that using IPN, but I need to use SOAP.
