Easy Linux distribution with newer packages than Ubuntu?

I'm a programmer and sysadmin, and I'm looking for a better Linux distro to use than Ubuntu. It certainly is a well-polished, nice distribution to use, but a lot of the programs available in the Ubuntu repositories are very old versions.

Installing PPA's or compiling from source just isn't very nice. I'd love to use something like Arch Linux that uses a rolling release cycle, but I really don't want to configure my system from scratch, and support for ATI Catalyst drivers is necessary.

I just want to pop the CD in, install and start using my computer - just like with Ubuntu.

Additionally, if you know of a package like ubuntu-restricted-extras for the distribution, that'd be nice!

What do you suggest?
