What is the difference between "Rollback..." and "Back Out Submitted Changelist #####" in Perforce P

I want to reverse the changes from one of my checkins. In the right-click context menu of the particular changelist, there are these two options:

Rollback...
Back Out Submitted Changelist

What is the difference between these two? In what situations should I use either one?

Perforce command line only showing local users/changelists/workspaces, but P4V shows all

In the P4V admin gui I can see both myself and my partner as users, and in the P4V gui I can see all workspaces (clients) and all changelists (both mine and my partner's). Any way to get P4V to work with older servers?

I use P4V as a Perforce client. I updated to 2009.1 to get some major bug fixes, and it seems they removed the ability to connect to older clients.
