i have a user model which gives me latest users as output. how can i limit the record to just output me 200 records instead of all the users in database??

I have been trying to resolve my issue of spiking cpu caused by php-fpm processes. I've reduced the php-fpm config settings to:
pm = ondemand
pm.max_children = 12
pm.start_servers = 2
pm.min_spare_servers = 2
pm.max_spare_servers = 10
