How do I restore a Dell Inspiron 1521 laptop to facotry defaults

I got a Dell Inspiron 1521 laptop from the local computer store, it is obviously a used machine. When I got it the data from the previous user was on it they did not do a wipe. Anyhow Dell was not being any help to me on wiping the data.

Does anyone know how I get the machine to restore Windows to the factory settings.

Also I do not have the system disc that come with the computer, I just have the computer and the power cord.
