Magento error when Fedex shipping from US to Canada

When shipping from the US to Canada, the Magento 1.3.x shipping module allows Fedex ground shipping, but should not. International Ground should be the minimum available going to Canada, since Fedex charges a paperwork fee on top of the transportation costs.

Is there a way to fix the module, or do we have to resort to removing Canada from Fedex's permitted countries and setting up an entirely different shipping option for Canada?
