Diagnostic Policy does not run

I have got a starange error on another pc that runs windows vista. The problem seems to be that the Diagnostic policy does not manage to run. Therefor I can not find out why it can not run.I have tried to start it manually with no luck, with an error code thar say that you have no permission.

Since Diagnostic policy does not run, I am not able to connect to the internet. Can somebody please help me?
