Is there any officially recognized, specific determinants that make a language programming/scripting?

I remember when I was first learning web-based programming everyone was intent on JavaScript not being a "programming language," but rather a scripting language; I have not heard that argument in quite a while now. I hear a lot of languages, like perl for example, referred to at different times as both a scripting and programming language.

I know that a scripting language is less capable than a programming language, but where exactly does the line lie? Citation would be appreciated.
