Centos 6 vsftp server

I have installed vsftpd server in my centos 6 server. I created three users.first user can access the ftp server using his system password.All the users are in chroot_list. when the second user is trying to access through ftp with his password, one error message as follows:

"operation not supported " my server's selinux configuration:

[henry@admin ~]$ getsebool -a | grep ftp
allow_ftpd_anon_write --> off
allow_ftpd_full_access --> off
allow_ftpd_use_cifs --> off
allow_ftpd_use_nfs --> off
ftp_home_dir --> on
ftpd_connect_db --> off
httpd_enable_ftp_server --> off
sftpd_anon_write --> off
sftpd_enable_homedirs --> off
sftpd_full_access --> off
sftpd_write_ssh_home --> off
tftp_anon_write --> off

How can I troubleshoot this issue?
