I'm php, Ruby on Rails and HTML5 developer I need some advises and suggestions for a web portal project that I will build from scratch.

This is my first time to build a web portal, Which developing scripting language you prefer and why? and how I should start planing my project as it will contains many modules.

I'm excited to start building this project and I want to build it in the right way with planing, if you know some web resources that help me decide and plan my project please give them to me.
