Web server freezing or taking too long to load page sometimes

This is happens once in a while, but sometimes when I try to load a web page from my server it just freezes there for a minute trying to load it. I'm not sure what's causing the issue, or have been able to recreate it. My guess is that one of the softwares I listed below is freezing or something. What are some techniques I can use to troubleshoot the situation?
