Monit fails to start/stop HTTPD

I have done a monit HTTPD check. The problem is that once monit is run it will stop HTTPD but HTTPD workers will still be running. I have tried to change stop command /etc/init.d/httpd stop to /usr/sbin/httpd -k stop, but it does stop the HTTPD but workers will still be running. Once I kill HTTPD workers via kill command (ps aux) then I can start the HTTPD again.

Has anyone seens something like this?
