If these components are not effectively shared by project leads and understood by stakeholders, project outcomes can be jeopardized and budgets may incur unnecessary risk. As reported by PMI’s 2013 Pulse of the Profession, an organization’s ability to meet project timelines, budgets and especially goals significantly impacts its ability to survive—and even thrive. The Pulse study revealed that the most crucial success factor in project management is effective communication to all stakeholders—a critical core competency for public agencies. PMI’s 2013 Pulse of the Profession report revealed that US$135 million is at risk for every US$1 billion spent on a project. Further research on the importance of effective project team communication uncovers that a startling 56 percent (US$75 million of that US$135 million) is at risk due to ineffective communication. Simply stated: public agencies cannot execute strategic initiatives unless they can effectively communicate their strategic alignment and business benefits. Executives and project managers around the world agree that poor communication between project team members contributes to project failure. A Forbes Insights 2010 Strategic Initiatives Study “Adapting Corporate Strategy to the Changing Economy,” found that nine out of ten CEOs believe that communication is critical to the success of their strategic initiatives, and nearly half of respondents cite communication as an integral and active component of their strategic planning and execution process. Project managers see it similarly from their side as well. According to PMI’s Pulse research, 55 percent of project managers agree that effective communication to all stakeholders is the most critical success factor in project management. As we all know, not all projects succeed. On average, two in five projects do not meet their original goals and business intent, and one-half of those unsuccessful projects are related to ineffective communication. Results reveal that while all aspects of project communication can be challenging to public agencies, the biggest problem areas are: A gap in understanding the business benefits. Challenges surrounding the language used to deliver project-related information, which is often unclear and peppered with project management jargon. Public agencies -- federal, state, and local -- have difficulty communicating with the appropriate levels with clarity and detail. This difficulty is likely exacerbated by the divide between each key audience and its understanding of project-specific, technical language. • Boat passing under a bridge in a 2D tile based RTS

  I'm writing a 2D tile based RTS. And I want to add a 'pseudo 3D' feature to it - bridges over the rivers. I havent't start any coding yet, just trying to think how it fits the collision detection model. A boat passing under the bridge and a unit moving over the bridge will eventually occupy the same cell on the map. How to prement them from colliding? Is there a common approach to solve such a problem? Or I need to implement a 3D world to do this?

• Is your company thinking of transitioning from java to another technology?

  As every Java developer knows, Oracle bought Sun and the future of java looks quite unclear, specially since Oracle wants to monetize the JVM. Java as a language has also been stale in the last few years, the non-inclusion of closures is one example (which might be included in java 1.8) At the same time, some new technologies such as Ruby, Scala and Groovy are being used to deliver complex sites. I'm wondering if there are companies or organizations which are talking, doing spikes or starting to use a different technology, with the idea to stop using java for green field projects, in the same way that 15 years ago companies migrated form C++, perl and other technologies to Java. I'm also interested to know what are the impressions of this happening, for example: planning to migrate to a different technology in 2 years. To be clear, I'm not asking which technology is better. I'm asking if your organization is thinking to leave Java for another technology.

• Level and Player objects - which should contain which?

  I've been working on a several simple games, and I've always come to a decision point where I have to choose whether to have the Level object as an attribute of the Player class or the Player as an attribute of the Level class. I can see arguments for both: The Level should contain the player because it also contains every other entity. In fact it just makes sense this way: "John is in the room." It makes it a bit more difficult to move the player to a new level, however, because then each level has to pass its player object to an upcoming level. On the other hand, it makes programming sense to me to leave the player as the top-level object that is persistent between levels, and the environment changes because the player decides to change his level and location. It becomes very easy to change levels, because all I have to do is replace the level variable on the player. What's the most common practice here? Or better yet, is there a "right" way to architecture this relationship?

  Suppose I release some source code under the new BSD license. Is it allowed for someone else to take this code, make modifications to it and distribute it under the terms of the GPL? From Wikipedia: Many of the most common free software licenses, such as the original MIT/X license, BSD licenses (in the current 2-clause form), and the LGPL, are "GPL-compatible". That is, their code can be combined with a program under the GPL without conflict (the new combination would have the GPL applied to the whole). However, some free/open source software licenses are not GPL-compatible. I'm assuming this implies that one can relicense new-BSD licensed code to GPL?

• Actor based concurrency and cancellation

  I'm reading about actor based concurrency and I appreciate the simplicity of actors sequentially processing messages on a single thread. However there is one scenario that doesn't seen possible. Suppose that actor A sends a message to actor B, who then performs some long running task and returns a completion message to actor A. How can actor A force actor B to cancel the long running task after it has started? If actor B is running the task in its message queue thread, it won't pick up the cancellation message until it had completed the task; if actor B runs the task in a background thread then it seems to be violating the principle of actors. Is there a common way that this scenario is handled with actors? Or does each actor language/framework take a different approach? Or is this not a suitable problem to tackle via actors?

• How to organise projects with dependencies on BitBucket?

  Both Mercurial and BitBucket make one fundamental assumption: 1 repo = 1 project. If I have a project that has a dependency (a library) which is shared by many projects, this assumption gets in the way. Now it is no longer possible to have a separate BitBucket page for each project while still being able to commit atomic revisions to multiple projects. If I put all the projects into one repo, they all become one “project” on BitBucket. If I put them in separate repos, it is no longer possible to know which version of the library project was in use at revision X of a dependent project. How is this situation normally solved on BitBucket, or is there explicitly no support for this common scenario?

• Orthographic Projection with variable FOV

  We are building agame with orthographic view. The problem we face is the fact that with different resolution you can see different area of the game world. E.g. if you have higher resolution you can see more around you. To solve this we currently use a common scale factor that every model is scaled by, depending on resolution. But this has drawbacks when drawing shadows - I cannot set a higher view angle for the orthographic shadow camera, while when using the perspective shadow camera I get significantly worse shadow quality. So the question is is there any way to controll FOV when using orthographic projection, or, more specifically, what is the easiest way to scale the world uniformly up or down with orthographic projection matrix? I saw that in 3ds MAX you can control FOV for an orthographic camera I wonder how they implemented it.

• Good Literature for "Object oriented programming in C"

  This is not a debate question about whether or not C is a good candidate for Object oriented programming or not. Quite often C is the primary platform where the development is happening. I have seen, and hopefully learnt through crawling many open source and commercial projects - that while the language inherently doesn't stop you if you create "non-object" code. However, you can still think in the "Object" way and reasonably write code that captures this designs thinking. For those who has done this, OO way is still the best way to write code even when you are programming in C. While, I have learnt most of it through the hard way, are there any deep literature that can help educate the relatively young guys about how to do OO programming in C?

• Does Google AdWords care about duplicate content?

  Our site offers several families of products, all of which have a common set of configurations. For simplicity's sake, we'll say we offer products A, B and C, each with configurations 1, 2 and 3 Products: A, B, C Configurations: 1, 2, 3 We want to create landing page <- ad group combinations that reflect each possible combination of each product and configuration. Each product and each configuration have their own page, and so each landing page would have include the product content and the configuration content: ourproducts.com/A-1 (Contains copy for A and 1) ourproducts.com/A-2 ourproducts.com/A-3 ourproducts.com/B-1 ... etc... As you can see, this will lead to duplicate content across our product pages, though in different combinations. My question is, does this matter from AdWords point of view? Will there be any negative consequence to repeating portions of content this way?

• Understanding the Java Ecosystem

  I have traditionally had the "luxury" of being a one-man development team. I've used Python extensively, have a reasonable command of Perl, PHP, and JavaScript. My problem is Java. I can write Java code. I'm not great at it--unlike Python, I rarely make use of anything unique to Java when I'm writing it. Furthermore, my experience is mostly in simple GUI/console programming. Unfortunately, I'm currently pursuing an IT degree where Java is the lingua franca. My database class is requiring that our projects be written in Java using servlets, and I just can't wrap my head around the ecosystem. Is there a good online overview of or tutorial on how the Java web ecosystem works? I have Thinking in Java, but it's mostly just the language itself (which I understand well enough to get by). I have looked at the Sun servlet tutorial, but it seems outdated.

• How does throwing an ArgumentNullException help?

  Let's say I have a method: public void DoSomething(ISomeInterface someObject) { if(someObject == null) throw new ArgumentNullException("someObject"); someObject.DoThisOrThat(); } I've been trained to believe that throwing the ArgumentNullException is "correct" but an "Object reference not set to an instance of an object" error means I have a bug. Why? I know that if I was caching the reference to someObject and using it later, then it's better to check for nullity when passed in, and fail early. However, if I'm dereferencing it on the next line, why are we supposed to do the check? It's going to throw an exception one way or the other. Edit: It just occurred to me... does the fear of the dereferenced null come from a language like C++ that doesn't check for you (i.e. it just tries to execute some method at memory location zero + method offset)?

  In the same way gmail can generate ads based on email content, I am looking for a way to develop a system which can: Allow users to connect their email address to our site It then would continously monitor all incomming emails From the incomming emails there would be a critera(e.g. a certain address or subject) if any of the emails matched the critea it would would be saved to a database Then once a new email had been found the users would receive an email notification will tells them to log back into the site to see it. My questions are: Would this be possible? What would be a good language to use(generally I like php, python and java) Are there any frameworks which would help do this? • Over a million COBOL porgrammers in the world?

  I think I heard on a previous StackOverflow podcast that COBOL was used as the programming language for traffic lights (or something like that), so this got me interested. I did a quick Google search and found this little article: Today, Cobol is everywhere, yet largely unheard of by millions of people who interact with it daily when using the ATM, stopping at traffic lights or buying a product online. The statistics on Cobol attest to its huge influence on the business world: There are over 220 billion lines of Cobol in existence, a figure which equates to about 80 per cent of the world’s actively used code. There over a million Cobol programmers in the world. There are 200 times as many Cobol transactions that take place each day than Google searches. I didn't really trust the source seeing as how it's on some random PHPBB forum. So how accurate are these figures? Are there really 220 billion lines of COBOL? I assume a few people/companies still use COBOL, but how many?

When you run the parallel upgrade via catctl.pl, the parallel upgrade Perl driving script in Oracle Database 12c, you may also want to get timings written in your logfile during execution. As catctl.pl does not offer an option yet the best way to achieve this is to edit the catupses.sql script in $ORACLE/rdbms/admin as this script will get called all time over and over again throughout all steps of theupgrade run. So far, to test this, I always end up doing something like : creating a 'stub' that implements both a addXXXXListener, that simply stores the callback, and a fireXXXX, that simply calls any registered listener. This is a bit tedious since you have to create the mock with the right interface, but that can do use an introspective framework that can 'spy' on a method, and inject the real dependency in tests Is there a cleaner way to do this kind of things ?

I learned to program in Java, but I have worked in nothing but Objective-C for years now. How are the design patterns different between Android and iOS? If you've made the transition yourself, what parts of Android confused you or took you longer to learn than it should have? Is Eclipse the best OS X IDE for Android? For the record, my app is very strongly tied to UIKit and Foundation, so the word "porting" may be a misnomer; I'll actually be completely rewriting it for Android. No code reuse. Also, I'm doing this to learn Android, so I'd rather fail at the port and learn Android than take a shortcut.

  I saw a video of an 2.5d engine that used heightmaps to do zbuffering. Is this hard to do? I have more or less no idea of Opengl(lwjgl) and that stuff. I could imagine, that you compare each pixel and its depthmap to the depthmap of the already drawn background to determine if it gets drawn or not. Are there any tutorials on how to do this, is this a common problem? It would already be awesome if somebody knows the names of the Opengl commands so that i can go through some general tutorials on that. greets! I plan to share some of those stories in a future blog.  In this post however, I want to share some far more common real time analytics use case scenarios that are being addressed with widely deployed Oracle BI and data integration technologies Not all real time BI applications require continuous learning, predictive modeling, and data mining.  Many simply require the ability to integrate, aggregate, and access information that is current (typically within in few minutes or a few seconds).  The use cases are infinite.  A few I've seen: ·         Purchasing agents need to match demand against available inventory ·         Manufacturing planners need to monitor current parts and material against scheduled build plans ·         Airline agents need to match ticket demand against flight schedules, ·         Human resources managers need to track the status of global hiring requisitions against current headcount authorizations...you get the idea. One way of doing this is to run reports or federated queries directly against transactional systems.  That approach can be viable if you only need to access simple data sets on rare occasions.  High volume and complex queries can quickly bog down performance of mission critical transactional systems.  There is an architecturally simple way of solving the problem, and it's being applied by real companies around the world to solve real needs in real time.    Cbeyond is an Atlanta, GA based  provider of voice, data and mobile business applications delivers.  They deliver real time information to its call center agents  as they are interacting with their customers. The data they need resides in production CRM and other transactional systems, but  instead or reporting directly off the those systems, data is first moved to an operational data store (ODS).  Rather than running data intensive, time consuming, and performance degrading batch ETL routines to populate the ODS, Cbeyond uses Oracle Golden Gate software to incrementally capture and move only the changed records from log files of the transactional systems every few minutes.  There is no impact on transactional system performance, and the information needed by call center representatives is up to date.  Oracle Business Intelligence software presents the information to services reps in a rich, visual, and highly interactive format. Avea is similar to Cbeyond.  They are a telecommunications company who integrates billing and customer information in an ODS that is accessed by their call center agents in real time using Oracle Golden Gate and Oracle Business Intelligence.  They've taken it a step further by using the ODS to feed a data warehouse.  The operational data store provides the current information needed by call center agents during "in flight" customer interactions.  The data warehouse is used for more sophisticated analysis of historical data.  For maximum performance, both the ODS and data warehouse run on the Oracle Exadata Database Machine. These are practical illustrations of companies addressing real time reporting and analysis needs using established business intelligence/data warehousing methodologies and tools common to many IT departments.  If real time BI could benefit your organization, you may be already be closer than you thought to having the pieces in place to solving the problem.    Give us a shout if you are interested in learning more or if you have an interesting use or approach to real-time BI.

• Renaming the sa Account

  Today I renamed the sa account on 23 SQL Server 2005/2008 instances.  I used the CMS to assist with this task.  Later we realized all of the SQL Agent jobs were failing on these instances with the following error: “The job failed.  The owner (sa) of job XYZ does not have server access.” We use sa as the job owner, and it had correctly changed the owner to our new name as the sids had not changed.  We were at first confused why the jobs were failing but then realized restarting the SQL Agent service might help.  The restart corrected the problem. If you plan on renaming your sa account (best practice), make sure you restart the SQL Agent service afterwards to avoid failing jobs.  This is perhaps common knowledge, but it was something new learned by me today.
