I'm kind of confused.
I would put all the HTML for the menu in a .php file and have the engine require it right?

I have been trying to resolve my issue of spiking cpu caused by php-fpm processes. I've reduced the php-fpm config settings to:
pm = ondemand
pm.max_children = 12
pm.start_servers = 2
pm.min_spare_servers = 2
pm.max_spare_servers = 10
