Blank Icon in Control Panel?

Hi all,

Just recently I opened my Control Panel and saw that a blank icon came up before my list of icons. Has anyone else experienced this before? Would it be safe to delete it?

EDIT: Oops, I should have mentioned this too, but when I try creating a shortcut on the desktop, I get a dialog box saying "Windows could not create the shortcut. Check if the disk is full." Clearly it isn't, since I still have 102 GB of free hard disk space... any ideas?

EDIT3: *So I did a manual search for .CPL in Windows Search and then looked at the list in TweakUI and got 3 unmatched .CPL files. They are [ncpa.CPL], [sapi.CPL], and [QuickTime.CPL]. I clearly know the QuickTime one, but not too sure about the rest. SCRATCH THAT, I FIGURED IT OUT... BUT IT'S NOT THE BLANK ICON.
