Windows 7: Cannot format drive

I was using windows XP, and I just installed Windows 7 on another partition.

Now I want to format the partition containing Windows XP, but it says "Windows was unable to complete the format".

Under disk management, Format is disabled. Screenshot: http://home.exetel.com.au/aximili/tmp/format-disabled.jpg

How can I format this partition (D:) and merge it with the current one (C:)?
