How can I make it so that each user (with Apache's mod_userdir) has a php.ini file in their home directory that gets used along w/ the system php.ini (currently in /etc/php5/php.ini?

I have been trying to resolve my issue of spiking cpu caused by php-fpm processes. I've reduced the php-fpm config settings to:
pm = ondemand
pm.max_children = 12
pm.start_servers = 2
pm.min_spare_servers = 2

I can't figure this out. I try to import a new project into a svn repository from Netbeans and get 403 Forbidden. I just setup svn on my serverbox today. I can get to it through a browser just fine, though its empty as I haven't imported my project yet.
