How to renew permissions on existing partition after upgrade to Windows 7

My machine has 2 drives. I reformatted and upgraded from XP to Windows 7, but now all the permissions are messed up on the D: drive. What is the best practice for getting the permissions on the D: drive set up to coincide with the new users of the OS. Who should I make owner? And is there a way to clear out all the unknown user's in the D: drive's ACLs?
