Port forward based on external IP (for VPS hosting)

What I want to do is to host a VPS. First, I'd like to set up a static IP address that forwards to my home IP address (so I can have more than one IP coming into my house).

How can I do this without contacting my ISP (and is it even possible?; I don't care about paying for something that does this).
Once I have the extra external IP address, how can I forward it to my VPS? How is my router supposed to differentiate between two separate external IP addresses?
