Make and receive calls from and to PC to mobile and vice versa

I want to route normal phone calls (i.e. calls made from landline or mobile) to VoIP and vice versa.

Fr example, if I dial a number from a PC I will be able to call the other person, and the other person is able to see my number on their screen.

Similarly, if a person calls me, I can pick up a call on my PC and can see their number on my screen.

I don't have any idea how to implement this – how would I go about doing that?
