I want to develop a feature in outlook similar to 'Got the wrong bob' feature in Gmail.
I want my plugin/macro to check the addressees when I hit send and want to alert me if I have included wrong person.

I need some ideas about how can I build the logic for this feature? Or how should I go about it?

If such plugin is already there then even better..

P.S.: I have already checked SendGuard and it is not of much use in this case.
