Dual Use (Mice and Keyboayd) of Windows 7

I saw some answers to this question however they were fairly old (at least 2 years) and primarily for Vista or previous Windows OS versions. My question is this:

Is there a program that allows a single Windows 7 computer to have multiple users (2 needed) and allow for two mice and two keyboards on two screens.

What I'm trying to achieve: I'd like for the ability to play a game on one monitor while another person surfs the web, uses a program, or possibly play a different game.

Any ideas?
